    Extractions: THE CONFEDERATION OF TURKISH TRADESMEN AND CRAFTSMEN (TESK) Origins Turkish Tradesmen and Craftsmen organizations can well be traced to Anatolia’s historical ‘Ahi’ establishments. These entities, which used to form an entire peculiar culture, used to organize economic and commercial activities of the society at their time. The entire system was known under the name “ Ahilik” from the 13 th to the 18 th century and later as “Gedik”, that is the Guild till the beginning of the 20 th century. They presented a whole-ranging edifice for the trade and craft sectors with strict rules and moral codes. In social, cultural, economic and military terms they played and important role during the foundation and growth of the Ottoman Empire. According to the Trade and Industry Chambers law, promulgated in 1924, all the tradesmen and craftsmen were required to enrol into the Trade Register. Subsequently, the Trade and Industry Chambers, Tradesmen’s Chambers and Trade Markets Law of 1943, promulgated the establishment of tradesmen chambers’. In 1949, Tradesmen’s Societies and Tradesmen Unions Law came into force and a countrywide organization get started. Since then, economic and technological developments, urged changes in the way the legal framework was put into practice and a new approach became necessary.

In March the Disciplinary Committee of the Consejo General del Poder Judicial (cgpj), the governing body of the judiciary, agreed that about 40 specific complaints of ill-treatment of prisoners between 1996 and 1997, many of which had been closed, should be examined by its inspection service to determine whether the judges involved in the relevant inquiries had performed their tasks competently. The complaints were submitted to the cgpj by prisoners' relatives and a number of non-governmental organizations in Spain. In May, in his annual report to parliament, the Ombudsman criticized the prison department for failing to take sufficiently rigorous disciplinary measures against prison officers under investigation in some cases where prisoners had died or been ill-treated.
