With the increased availability of computer technology and Internet resources, I saw an even greater avenue for instruction. For the past 5 years, I have worked with hundreds of teachers and students in science education programs at Los Alamos National Laboratory. The method described in this article is a synthesis of a personal process of discovery, teaching, and learning that has come from practical experience with teachers and students. The following framework may be useful in helping media specialists and other educators facilitate this process of integrating computer technology and the Internet into classroom instruction and curriculum design. In working with teachers to develop curriculum for the World Wide Web, I have organized my instructional approach into five basic phases: planning, research, development, refinement, and implementation. These five areas work as organizational frameworks for instruction and learning, curriculum development and implementation, student progress and presentation. It also frames the use of computer technology tools with a specific purpose. The goal is not solely to learn how to make a concept map with great pictures or to develop an attractive Web site, but to imbed the use of educational technology within a task. In this way, the tools enhance and facilitate the learning process. This gives the learner a reason to use the application, and along the way, the learner understands how the application works.

One I have identified as "Teaching Technology." This is usually done by a computer specialist who teaches it as a subject called "Computers". He teaches the same eight requisite skills as the classroom teacher. However, his goal is to train students to use hardware and software properly. As such, his instruction is "curriculum neutral"; that is, his content need not be related or linked directly to any classroom learning. His objective is mastery of technology alone. Many classroom teachers are insecure about using technology, because they lack a philosophy for its use. Often they incorrectly compare themselves to the technology "guru" in the technology lab. This is an inappropriate comparison. The technology instructor would not be expected to be a master of classroom subject matter. Similarly the classroom teacher is not expected to be a technology hardware/software expert, but to use technology as a effective tool for curricular instruction .I believe this model provides a viable context and philosophy for teacher technology use.

Elliott, Ingersoll and Smith (1984) studied focus groups of educators and they found evidence of trends and attitudes worth noting. For purposes of their focus groups, "New" technologies were educational television, videotapes, microcomputers and photocopying, just to name a few. The researchers found that there was a "real interest" in these "new" technologies, but there is also "at least a mild paranoia among teachers about their roles relative to new technologies." In general, there was a positive acceptance of the "new" technologies, but generally, there was no overwhelming eagerness to it. Ten years later, the "new" technologies were abundant in the classroom, but were not used effectively either. Chin and Hortin (1993), for example, surveyed elementary teachers on their perceptions of technology and used the information to make recommendations for inservice. They found that more than 50 percent of elementary teachers in a Kansas urban school district used technology less than 30 minutes in a school day with their students. Wigmore (1988) studied high school science classrooms and determined that of the teachers, who did use a computer in the classroom, the computer was used at an average of 2.6 hours a month. Wigmore also found that teachers with a masters degree spent less time with technology than teachers with a bachelors degree.

The first challenges schools and districts encounter are most likely those related to facilities planning. The facilities issues may range from inadequate electrical wiring and outlets, to wiring for networks, to having sufficient space for a computer lab, or making room for one or more computers in a 700-square-foot classroom already crowded with 22 students.
