[1] In its 1987 report to Congress, the Interagency Committee on Learning Disabilities summarized a review of available learning disabilities prevalence research and concluded that: In the absence of good prevalence data, the Committee believes that 5 percent to 10 percent is a reasonable estimate of the percentage of persons affected by learning disabilities. It is clear the prevalence is somewhat higher among socio-economically disadvantaged populations. [2] In studies conducted by the Presidents Committee on Employment for People with Disabilities it was found that 10 to 14 percent of adults in the workplace have learning disabilities. [3] A survey of 567 adults with learning disabilities conducted by the association for Children and Adults with Learning Disabilities (now Learning Disabilities Association of America) found that 210 (37 percent) were unemployed. Extractions: Sponsored by the North Central Regional Educational Laboratory and the Education Commission of the States IEC TOC Previous Next Like many states, Indiana is reviewing its tax structure and its relationship to school funding. At center stage is the issue of property taxes. Specifically, policymakers and taxpayers want to know the implications for eliminating property taxes as a revenue source for the school general fund. In March 1998, the Indiana Association of School Business Officials (IASBO) released a report showing Indiana taxpayers contribute nearly $1.4 billion to the school general fund through their property taxes. This figure represents only about 30 percent of all property taxes collected by the state. The lion's share of property taxes comes from businesses, farms, and utilities (nearly 64 percent in 1992). Hence, analysts note that any shift in the tax structure will result in a shift in taxpayer burden. Businesses stand to gain if property taxes are eliminated. Individuals, on the other hand, stand to lose, particularly if the state replaces the lost property tax dollars with increased state sales and income taxes. The cost of common goods (e.g., food and clothing) would rise under such a scenario due to a hike in the state sales tax. Likewise, the average citizen's take-home pay would decrease due to an increase in the state income tax. Many believe that renters and senior citizens would be especially hard hit by this shift in taxpayer burden.

She also utilizes ongoing formal and informal assessments that allow her to create detailed portfolios to show student progress that may not be evident in quantitative data alone. One of the programs developed by Ms. Fisher is her Peer Mentoring program, where non-disabled students sign up to mentor students in her classroom. This program allows students with disabilities a chance to interact with non-disabled peers and have their friends help them with their work instead of a teacher. It also allows the non-disabled peers insight into the lives of people with disabilities. Ms. Fisher received her Bachelor of Science in Special Education in 1986 from Illinois State University. She has received numerous awards for her exceptional abilities as a teacher of children with disabilities, including "Women of Achievement Award in Education" from the YMCA and Glenbrook North's Distinguished Teacher of the Year Award.

One of the major issues addressed by the legislation is the quality of teachers for children with special needs. IDEA 97 requires students receiving special education services to be educated with their non-disabled peers to the maximum extent practicable. As a result, according to a 2001 report from the Study of Personnel Needs in Special Education, 75% of students receiving special education services spend 40% or more of their day in general education classrooms. Consequently, 96% of general education teachers currently teach, or have in the past taught, children with special needs. How have states responded to the challenge to prepare general education teachers to meet the needs of students with special needs? According to ECS Teacher Preparation Policy Database (http://www.tqsource.org/prep/policy/), 46 states and the District of Columbia currently have statutes or regulations requiring teacher education programs to provide some instruction on teaching children with special needs to individuals seeking initial training in elementary or secondary education. The amount and content of this instruction, however, varies dramatically.
