At 10:28 a.m. Friday, the Constitutional Court dismissed the outgoing National Assembly presidential impeachment request and ruled that President Roh's powers be restored. World Civilizations The Reader's Companion to American History Impeachment, the process specified in Article I, Sections 2 and 3, of the Constitution for trial and removal from office of federal officials accused of misconduct, has two stages: (1) the House of Representatives brings a formal accusation, known as "articles of impeachment," against the official, and (2) the Senate tries the impeached official on these articles. A two-thirds vote is required for conviction. The sole penalties after conviction are removal from office and disqualification from future officeholding under the Constitution. The Framers of the Constitution borrowed impeachment from the English constitutional system; the seventeenth-century parliamentary opponents of the Stuart kings used impeachment as a powerful political weapon against officials allied with the Crown, and colonial legislatures in the seventeenth and eighteenth centuries followed their example. Article II, Section 4, of the Constitution defines only "Treason, Bribery, or other high Crimes and Misdemeanors" as impeachable offenses.
