English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

Extractions: Licensure/Certification Licensure/Certification requirements vary from state to state. Additionally, some states offer alternative or provisional licensure. In general, it is best to complete a licensure program at one of the institutions in the state where you intend to teach. This typically reduces the bureaucratic overhead involved in getting the state teaching license you seek. Additionally, not all states offer clear reciprocity for licenses earned in other states, so additional requirements may need to be addressed when an individual chooses to teach in a state other than the one they were licensed in. Something else to consider when choosing a licensure/certification program is that each higher education institution has their own requirements designed to address the state requirements. In other words, licensure programs may differ in length based on the school you wish to attend. Some steps to get you going include: 1. Start talking to institutions which offer certification programs

Weaver, Idaho Department of Education With the passage of a graduated driver licensing law, Idahos driver education program will have increased opportunity to create a partnership with all teen drivers parents. The new law will require parents or guardians to sign the instruction permit with a statement that they agree to provide supervised practice for a period of not less than four months after their teen driver completes driver education. New car technology has changed the way we teach car control. Adjustable foot pedals, ABS, air bags, and even universal joints can affect car control. How we react to congested traffic, use higher speeds, drugs and alcohol, and our emotions can make the difference between arriving home safely or not at all. It is essential that Idahos driver education community be consistent in the information we use to teach young drivers good driving habits for risk-free driving. Idaho is undergoing substantial change to the way education is delivered. Existing standards for students is among the many challenges facing students, parents, teachers, and our communities. This year the State Board of Education will adopt standards for initial certification of new teachers, to include driver education teachers.
Raising The Bar| Professional Development | NW Education Judy Bieze, idaho s teacher of the Year for 1999, earned national certification last year, nearly 20 years into her teaching career. http://www.nwrel.org/nwedu/summer00/bar.html
Extractions: For more than a decade, the National Board for Professional Teaching Standards (NBPTS) has been raising the bar for what teachers should know and be able to do in the classroom. Established after the landmark 1986 Carnegie report , A Nation Prepared: Teachers for the 21st Century , the National Board is an independent, nonprofit, nonpartisan organization that aims to improve student learning by strengthening teaching. The board's rigorous national certification process asks teachers to reflect on their own performance and skills. Teachers submit portfolios, student work samples, videotapes, and analyses of their classroom teaching and student learning. More than 4,800 teachers have successfully completed the grueling, yearlong application process so far, earning praise from President Clinton for "being challenged to fulfill their greatest potential." Who are they? Nationally certified teachers average 15 years in the classroom. More than half have earned master's degrees, and 2 percent have doctorates. Although 95 percent teach in public schools, they are well dispersed geographically, with 29 percent teaching in rural schools, 32 percent urban, and 39 percent suburban. North Carolina and Ohio lead the nation in the number of nationally certified teachers. In the Northwest, Idaho has emerged as a regional leader, with 88 nationally certified teachers by the end of 1999, according to the NBPTS. Washington follows with 23; Montana, 12; Alaska, 10. So far, Oregon has no nationally certified teachers, although 34 of the state's teachers are currently pursuing certification, according to a recent story in

The state Board of Education is considering an alternative teacher certification method that would allow people to qualify based solely on a computerized test. ADVERTISEMENT The American Board for Certification of Teacher Excellence requires teachers to pass tests in subjects and instruction ability but demands no classroom experience or traditional education coursework. The state Board of Education held a public hearing Wednesday on whether to alter certification requirements to include the new method. Afterward, proponents of the tests held a news conference to explain it. Rep. John Alger, R-Rumney, said the computerized test would help the state comply with the federal No Child Left Behind Act, which will require teachers of core academic subjects to be highly qualified by the end of the 2005-06 school year. Current teachers in rural districts, however, have another year. The alternative certification program will help attract top quality people from other careers into education and ease the teacher shortage, particularly in rural areas, Alger said.
