It is the 324th municipality to have passed such a resolution. Many Muslims in Moscow were interrogated or questioned by the FBI in 2003, leaving the community intimidated and fearful. The USA Patriot Act contains many provisions allowing for surveillance and detention of individuals without probable cause. Detainees may be denied access to legal counsel and may be held indefinitely without being charged regardless of whether or not they are citizens.

This is the first year Idaho has received such funding. The grants, issued to the University of Idaho College of Education and to North Idaho College are for five years. "Each year we hope to help at least three thousand people statewide find funding for tuition, fees and books so they can pursue higher education," said Scott Clyde, Idaho EOC director at UI. "Lots of people think going back to college is impossible, but thousands of dollars in grants and scholarships are available. Our job is to help them find that money, and help them apply." Three Idaho EOC grants provide about $200,000 a year for five years, funding offices in Coeur d'Alene, Moscow and Boise. In each area, counselors will provide workshops and assist eligible participants with career advice, financial aid information, and assistance to apply for college, university or vocational-technical programs.

In a survey conducted in August, PCRM dietitians learned that only 1 of 12 elementary school districts interviewed is substituting lower-fat, cholesterol-free plant protein for meat on school menus. And, only one of the school districts routinely offers calcium-rich milk alternatives, a surprising finding given the growing concern with milk as a potential factor in a variety of health problems. The National School Lunch Program is a federally assisted meal program that serves 27 million lunches per day. "Our research shows that the National School Lunch Program is failing to routinely serve healthy, low-fat, fiber- and nutrient-rich meals to children," says PCRM dietitian Jen Keller. "While some schools are lowering fat and making healthier vegetarian meals available, not enough have done their homework when it comes to nutrition. Given the sky-high incidences of obesity and related conditions in this country, school menus obviously need some remedial help."

IGCAPP develops, implements and evaluates a statewide media campaign and works collaboratively with other partners to help communities mobilize local action, build strong coalitions and develop successful public relations activities. The mission of the IGCAPP is to reduce teen pregnancy in Idaho by increasing the number of teens choosing abstinence. The Council provides support to 27 community coalitions throughout the state. Coalitions are a grassroots effort to bring together teens, parents, educators, clergy, health workers, social workers, business and others to work on community-based teen pregnancy prevention programs that provide abstinence education activities addressing positive youth development, mentoring programs and self-esteem. The media campaign consists of television and radio ads for teens and their adult caregivers. The primary focus is on teens and our campaign reaches over 90 percent of Idaho's teens each year. Our teen commercials are strategically placed in television programs and on radio formats that attract large teen audiences. Our teen messages are always developed with youth input, and we test our messages prior to airing. Since 1996 we have produced over a dozen teen TV commercials, nearly 20 radio commercials and four adult/parent TV commercials.

Controversy over family planning services has had a significant impact, however, and many centers remain limited in their ability to meet the needs of sexually active teens by dispensing contraceptives to them on-site. At the same time, a number of school-based health centers that are committed to reducing teenage pregnancy and improving teens' reproductive health are working within their communities to overcome opposition to the provision of contraceptive careand they are meeting with some success. School-based health centers increasingly are becoming part of mainstream health care, providing an important source of primary and preventive medical services to young people in the United States. Research shows that while adolescents have significant unmet health needs, those with access to a school-based health center are more likely than their peers who do not to obtain needed services. Since their inception, however, the question of whether school-based health centers should provide family planning services has sparked heated debates in many communities across the nation. With the number of school-based health centers on the rise, this controversy is likely to spread as parents, educators and health care professionals grapple with the appropriate role of school-based health centers in meeting the family planning needs of sexually active teenagers.
