This program is intended to provide permanent financing at very low interest rates, as low as one percent (1%), for projects housing individuals with mental and physical disabilities, individuals and families undergoing substance abuse recovery or in danger of becoming homeless, and those living with HIV/AIDS. Project financing will be subsidized by CHFA, as needed, so that special needs projects can achieve long term financial stability and viability. Guidelines for this program are intended to be as broad as possible to encompass individuals and families not usually considered eligible for supportive housing programs. Since unveiling this program, CHFA has been seeking out diverse groups so that the program can reach the widest possible spectrum of those in need of housing assistance. Funding for this Program will come from both taxable and tax-exempt bond financing. Interest rates are subsidized using agency funds in a split funding mechanism that allows for the flexibility of utilizing either taxable or tax-exempt financing as required to make the project viable. Interest rates and terms are determined on a case-by-case basis depending on tenant incomes, available rent subsidies from other sources, subordinate financing, and housing tax credits.
