A secondary mortgage market generates economic development because it allows banks to loan a sum of money more than once over a relatively short period of time. Without a secondary market, the lending institution invests money in one individual's home and literally has to wait 20 or 30 years to get the capital back. HUD and the Chinese Ministry of Construction have targeted the end of the year for the launch of the pilot project. "The application of this program will be a historic step for the Chinese and the way homes are bought and sold in this country," Cuomo said at a forum in Shanghai hosted by Metropolitan Life Insurance Company. "By enhancing primary market institutions and creating a secondary mortgage market, China will be able to generate more resources that will be used to increase homeownership by Chinese families." Cuomo was in Shanghai as part of a four-day visit to China to foster cooperative efforts with Chinese housing officials on the development of housing and housing finance in China.

The Jin Mao Towers project, Cuomo said, demonstrates that the United States and China can do "great things together and it proves we can do more together than either of us could do separately."
