The luncheon was held during the ALA Annual Conference in New Orleans. ABC-CLIO Leadership Grant on behalf of the Hawaii Association of School Librarians (HASL) and its president, Donna Min Shiroma. The grant, sponsored by the ABC-CLIO Company, is given for an outstanding leadership program developed by an AASL affiliate organization. The HASL project, "Building Effective Teaching and Learning Partnerships," will engage teams of K-12 library media specialists and teachers in studying the questions of how learners learn best and how to facilitate learning. The Distinguished School Administrator Award , honoring a school administrator who has made worthy contributions to the operations of an exemplary school library media center and to advancing the role of the school library media center in the educational program, was presented to Eugene J. Sudol, principal of Wayne Hills (N.J.) High School. The award is sponsored by SIRS, Inc. Distinguished Service Award The Frances Henne Award , sponsored by the R.R. Bowker Company, was presented to Marsha Trentham Hunter of Lilburn (Ga.) Middle School. The award is given to a school library media specialist with five years or less experience who demonstrates leadership qualities with students, teachers, and administrators.

Following is a summary of recent activities. The Hawaii School Decision-Maker forum, "Techniques and Tools to Enhance Learning Environments," was held on October 30, 2002, at the Oahu Country Club in Honolulu. The forum allowed attendees from the Department of Education to learn and discuss techniques and tools to enhance learning environments. The 'National Best Practices for High Performance Schools - Life Cycle Cost Issues' was presented by Charles Eley, an architect and mechanical engineer, as well as executive director of the Collaborative for High Performance Schools, who has made significant contributions to the Hawaii energy code. Patricia Plympton, NREL, presented the 'Energy Design Guidelines for High Performance Schools' and EnergySmart Schools opportunities. The Constitution created a free national market, in which states were no longer permitted to erect protectionist trade barriers to the detriment of consumers in their own states and producers of other states. The mechanism that was designed to ensure against such trade barriers was the Interstate Commerce Clause in Article I, section 8. More than 200 years later, some of those barriers are still with us, throttling free trade of a product enjoyed by millions of Americans: wine. For the economic benefit of liquor wholesalers who control the distribution and sale of alcohol, 30 states have laws prohibiting the direct shipment of wine from out-of-state wineries to consumers. Extractions: Hawaii's Act 221 tax credit program has enabled AIG Hawaii to increase high technology jobs by nearly 50 percent over the last year and to be named one of seven technology development centers worldwide by its parent company AIG. The AIG Hawaii Development Center is a major breakthrough for the state's high technology industry growth. It fills the gap of providing a Pacific time zone for AIG to conduct 24-hour processing across world zones for its technology needs. The Center will create new jobs in the Hawaii economy through development of major software applications for AIG companies worldwide as well as other high technology ventures in Hawaii. The AIG Hawaii Development Center will focus on research and development of applying new technologies to the software development process.
