Hawaii is blessed with vibrant programs aimed at helping foster parents cope with the system's pressures and complexity. These support programs are deserving of more public support and voluntarism in times of diminishing government resources. "We really want to learn from the Mililani residents how we can take this program islandwide," Suzanne Jones, the city's recycling coordinator, said yesterday while announcing the pilot program. Mililani residents will be asked to place in front of their homes glass, newspapers, aluminum and plastic for recycling twice a month in either their current 96-gallon garbage bin or in a separate recycling bin provided by the city. Residents will have to separate their recyclable items from the general trash, but all the recycling items can be placed in one bin no sorting required. Homes will keep their current general trash pickup dates, while green waste will be picked up on alternating weeks with the recyclable materials. Mililani resident Debbie Lee has a sister in New Jersey who recycles all the time, but she's not sure she'll be able to get her family to do the same here.

HSP provides early intervention family support services to young children from birth to age 5 who are at risk for maltreatment. This evaluation sought to determine; (1) how closely the HSP implementation mirrored its design; (2) how effectively the program achieved its intended benefits for children and families; (3) how the fidelity of program implementation influenced program impact; and (4) how program benefits compared with program costs. Researchers randomly assigned 684 consenting, at-risk families either to the treatment group (HSP group) or the control group. Evaluation findings reported by investigators thus far in Pediatrics and an issue of The Future of Children , published by the Packard Foundation, that focused on recent program evaluations of home visiting programs include the following: (1) HSP staff were successful in determining infant maltreatment risk status for 84% of target families; (2) families with higher risk scores, young mothers with limited schooling, and families with infants at risk because of lower birth weight or preterm births were more likely to enroll in home visiting; (3) only half of the families that enrolled were active at one year; (4) most families enrolled for home visits were linked with a primary care provider, but linkage rates for other community resources varied widely by type of service; (5) although HSP visits improved family wellness according to several measures, no overall positive program impact emerged after two years in terms of child maltreatment, adequacy of well-child health care, or pediatric health care use for illness or injury.
