If you have a question or comment about news coverage, call Editor Frank Bridgewater at 529-4791 or email him at fbridgewater@starbulletin.com Gov. Linda Lingle's powers to make certain appointments, adopt administrative rules and regulations and control spending of one-third of the state's budget would be curbed by a variety of House and Senate bills being considered this year. Senate President Robert Bunda acknowledges that there's a growing sense of concern among Democratic lawmakers that some of the powers of the Hawaii governor's office, among the strongest in the nation, need to be shared by the Legislature. The fact that the office is now held by a Republican likely added incentive to act this year on curbs considered but never pursued seriously under 40 years of Democratic governorships, he said.
Honolulu Star-Bulletin Hawaii News hawaii public school students now compete in surf meets as members poised for approval directs the Department of education to adopt regulations to implement http://starbulletin.com/2004/05/19/news/story3.html
Extractions: sessoyan@starbulletin.com Surfing, Hawaii's gift to the athletic world, will gain official status as a high school sport at tomorrow's Board of Education meeting on Maui, according to board members. All nine members who plan to attend told the Star-Bulletin they will vote to approve surfing as a school sport, a policy that had been torpedoed previously because of concerns about safety and cost. The proposal needs seven votes to pass. "Liability is a legitimate concern, of course," said Mary Cochran, chairwoman of the board's committee on special programs, which developed the policy. "But the fact is when you look statistically at what the injuries have been, football is far more dangerous than surfing." Hawaii public school students now compete in surf meets as members of clubs, but they cannot use their school's names. The new policy would allow such clubs to be official school teams. The decision on whether to have a surf team would be left to individual schools.
Vision For Hawaii of tax credits to favored industries or the passing of regulations against unfavored ones hawaii will have the first studentcentered education system in http://www.hi.lp.org/ryan/vision.htm
Extractions: Freedom works. I have a vision of a Hawaii built around the basic ideas of libertarianism. It will be a respectful society where individuals are empowered to pursue their own goals and live their own lives without molestation from the State. Suppose we start with reforming our criminal justice system. We will replace the current system based on fear and revenge with one aimed solely at the protection of lives and property. Prison will be used to house dangerous people, and not those who are simply disapproved of due to drug addiction or sexual promiscuity. The rate of crime in this society will be a fraction of what it is today. People will no longer be at continual risk of having their property stolen by addicts. Nor will they be at risk of having their rights violated by the State. We will have a healthy economy that keeps our young people here. Since 1990 Hawaii has seen an average of 10,000 people per year move to the mainland. Most of these are young productive people. If you want your children to be able to live in Hawaii when they grow up, we will need to shift from our current crony capitalist economy to a free market economy. Then productivity rather than government connections will be rewarded. A free market economy means a respect for other people's choices in commercial matters just as a free society means respect for other people's choices in private matters. It means employers and employees are free to negotiate whatever terms of employment are mutually agreeable to them. It means employees are free to chose whether they will negotiate for themselves or organize into collective bargaining units. It means keeping the government out of picking winners and losers through the issuing of tax credits to favored industries or the passing of regulations against unfavored ones. A market economy answerable to consumers rather than corrupt state officials will give Hawaii the highest standard of living in the world.

This task force has been assembled in an effort to better understand the implications of federal regulations and other legislation aimed at helping students with disabilities learn to their potential, namely the Individuals with Disabilities Act (IDEA) and No Child Left Behind (NCLB). Educators in every state in our nation want to improve the learning outcomes for student with disabilities, said Terry Bergeson, Washington States Superintendent of Public Instruction and chair of the CCSSO Task Force. We must take advantage of this opportunity to move away from our heavy emphasis on compliance to a stronger focus on higher learning and achievement levels for all students with special needs.
