Concerns centered on two areas: severe educational shortcomings and fraud, abuse and waste of federal student aid funds. During this same period of time, however, a growing number of colleges and universities were offering another kind of "distance education"video and computer-based coursework beamed to their own students as well as students at other institutions. As reauthorization of the higher education act proceeded in 1992, Congress wanted to clamp down hard on correspondence schools. On the one hand, Congress did not want to close the door to the new generation of distance education, but neither did it want to open the door too widely since video-based distance education is subject to many of the same concerns as correspondence courses. In response, Congress took the following position in the 1992 higher education reauthorization [Section 484(g)(1)(m)(1)(2)]: "A student enrolled in a course of instruction at an institution...that is offered in whole or in part through telecommunications and leads to a recognized associate, bachelor or graduate degree conferred by such institution shall not be considered to be enrolled in correspondence courses unless the total amount of telecommunications and correspondence courses at such institution equals or exceed 50 percent of such courses."

Recent research evidence is ìoverwhelmingly in favor of bilingual education as the best way to educate limited-English proficient, or LEP childrenî (Yzaguirre, 1998). In Hawaiëi, bilingual education projects have been implemented over the past two decades, beginning in 1974. Hawaii, one of the most linguistically diverse states in the nation, is a potential leader in bilingual and multicultural education, given the strengths and capabilities of its multicultural population. This briefing paper reviews the implementation of Title VII bilingual education in Hawaii for the purpose of sharing the lessons that have been learned from the experience. Bilingual Education on a Federal Scale In 1968, Federal support for the purpose of educating students with limited English skills was established through the enactment of the Bilingual Education ActóTitle VII of the Elementary and Secondary Education Act (ESEA). This act was designed to provide equitable educational opportunities for elementary and secondary students whose first languages are other than English and who have limited English proficiency.

Online teaching would become a peer-regulated profession or pan-disciplinary global guild. For this to happen, academic freedom will still be necessary to ensure that disinterested decisions are made with respect to education in the new media. A profession is based on the cumulative knowledge of full-time professionals, therefore many educators will need to make online teaching their living for there to be professionalism. A discipline cannot develop if online teaching is adjunct to the main professional duties of most practitioners, much less if they are adjuncts themselves to colleges or other organizations. That is to say, realistically, that online teaching needs to be valued the same as face-to-face teaching in the language of commerce. Yet even so, online educators will be needed to supply online libraries and other sources of knowledge shared with others. Hence the inevitable province of voluntaristic online education. Practitioners' institutions also need to formally recognize the homework, preparation, networking and voluntarism that accompany the development of a new discipline with rapidly changing technological requirements.

Over millennia, invertebrate animals and algae have constructed massive structures in the shallow seas. Coral animals, bonded to basalt from ancient volcanoes, secreted skeletons of calcium carbonate that formed the substance of future reef growth. The NWHI coral reefs are the foundation of an ecosystem that hosts more than 7,000 species, including marine mammals, fishes, sea turtles, birds, and invertebrates. Many are rare, threatened, or endangered. At least one quarter are endemic, found nowhere else on Earth. Many more remain unidentified or even unknown to science. Unexplored deep-sea habitats, expensive and challenging to survey, may provide new species records to science for decades. Even the shallow coral reef habitats hold new species to science. This is especially true for invertebrates and algae.
