Is it possible? Yes, it is. A Low Flat Tax Rate System The U.S. Version of Hong Kong Hong Kong for so long has had a flat tax structure (but was never a tax haven). This simple and one-of-a-kind tax structure has made Hong Kong what it is today (obviously among other elements). Hong Kong was able to afford this because of the boom in society as a whole brought property values up thus higher property taxes are possible. Businesses and individuals in Hong Kong are used to not paying significant income taxes. However, Hong Kong is changing. Due to its revert back to the Peoples Republic of China (PRC) in 1997, it now has to deal with a new tax relationship with PRC and it has to amend many tax treaties with various countries. Hong Kongs tax structure has changed and will continue to change unfavorably. The most significant change, however, is the Sino-U.S. trade relationship and even the political standings. The recent bombing of the Chinese Embassy in Belgrade, Yugoslavia by U.S. led NATO and the Chinese Nuclear Espionage case have both very seriously altered many conventional thinking in both countries and policies toward each other. As a result, many U.S. and western nation corporations may have to rethink their trade strategies toward China. They may also face retaliations from China in every possible way, certainly including business activities. So there may be some "moving" initiatives again.

Tom Matanane, president of the Guam HAWGS Motorcycle Club, reported to the MRF that on March 16,1997, Guam's Governor Carl T.C. Gutierrez signed into law Bill #7, which gives motorcyclists 18 years of age and older the right to decide for themselves whether or not to wear a helmet. The law went into effect at midnight, so on March 17, 1997, motorcyclists in Guam were able to legally ride without a helmet. The sponsor of Bill #7, Senator Elizabeth Barret-Anderson, was extremely successful in moving the legislation through the Guam Senate. Bill #7 passed the Guam Senate unanimously on a 21 to zero vote. Guam has a unicameral legislature, so once the legislation passed the Senate it was sent on to Governor Gutierrez for his signature. "The Guam Hawgs should take great pride and be commended for bringing freedom of choice to American motorcyclists," stated Wayne Curtin, MRF vice president of government relations. Curtin continued by saying, "This is the second time in a week that legislation repealing helmet laws for adults has been enacted in a state or territory of the United States. This shows that with continued perseverance motorcyclists in every state and territory of the United States have the ability to convince legislators and governors that freedom of choice for motorcyclists is the best public policy."

Or are you just curious about what life is like out on a small island in the middle of the Pacific? These pages are intended to answer your questions! The temperature here is pretty constant throughout the year; it's almost always fairly hot (in the high eighties, Fahrenheit). It feels hotter than it actually is because of the high humidity. It gets a little cooler (a few degrees) in the "winter," that is, around January through March. It is never cold or even close to it, although people who have lived here awhile complain they are freezing on those rare days when the temperature drops down into the 70s. The only way to get cold on Guam is to go into places with air conditioning. Some places go nuts with AC. My classroom at the University of Guam, for example, is so cold that students have been known to come to class wearing parkas and gloves. Guam has two seasons, the wet season (July - December) and the dry season (January - June). For people accustomed to temperate zone climates, the differences between these seasons are subtle. Some years we have a wet dry season or a dry wet season, making the distinction even less obvious. During the dry season, the winds typically intensify. These are the trade winds. The weather may be dry enough so that the grass turns brown and we get a lot of brush fires. Intermittent streams may dry up. During the wet season, we get rain several times a day.

The report is titled "Foreign Relations: Migrations from Micronesian Nations Has Had Significant Impact on Guam, Hawaii and the Commonwealth of the Northern Mariana Islands." It was prepared by the United States General Accounting Office, the investigative arm of the United States Congress. The Compacts of Free Association govern relations between America and those parts of the former Trust Territory of the Pacific Islands that opted for independence. They give America some military and foreign affairs rights in exchange for economic assistance and immigration access to the United States. The report says that under the Compacts 14,000 people have moved to neighboring American Pacific islands, mostly in search of work and educational opportunities.
