This landmark treaty could set global limits on the tobacco industrys advertising and promotion, and curtail its political influence by prohibiting lobbying on public health measures. Last week US Attorney General John Ashcroft announced he would not pursue the funding requested by Justice Department lawyers for the federal governments lawsuit against the tobacco industry. This week US negotiators have moved to weaken the FCTC-a move that could imperil the treaty, according to activists observing the talks. The US delegation is taking a position thats out of step with American public opinion, and arguing to water down the treaty so much that it would be meaningless, said Infact Associate Director Lucinda Wykle-Rosenberg. Infact and other members of the Network for Accountability of Tobacco Transnationals, which includes 65 consumer, human rights, environmental, faith-based, public health and corporate accountability NGOs from 40 countries, are pushing for the treaty to limit the political influence of tobacco corporations, their subsidiaries and agents. The Bush administration is playing right into the hands of Philip Morris and the other tobacco giants. The US role shows exactly why the FCTC must limit the influence of Big Tobacco over public health policy, Wykle-Rosenberg continued.

However, public interest NGOs also raised concerns about ongoing attempts by the food industry to undermine the Global Strategy, and about broader questions of conflicts of interest within the world's foremost health body. Such concerns are also emerging in the Executive Board's debate on a new WHO policy for relations with NGOs. Industrialized and developing countries are grappling with a growing burden of noncommunicable diseases, including an epidemic of obesity. The WHO's proposed Global Strategy creates a framework for member states to inform consumers about the dangers of foods high in sugar, salt and fat; curtail promotion of unhealthy food; and institute price policies to encourage healthy eating. The strategy has come under attack by food corporations, industry associations and the US government. US officials have even denied any connection between unhealthy foods and obesity, as the US faces the highest rates of obesity in the world.

In one sense, the refusal to sign such an agreement should not be construed as an admission of guilt: It's sort of like pleading the 5th Amendment in a court case, where using it is not a tacit admission of guilt. It merely requires that the prosecutor WORK to prove his case. At the same time, the Palestinian NGOs are not on trial. Rather, they are requesting aid money from the US Government, and as a condition of receiving it, the US Government is asking that they sign an agreement not to give the money to terrorists. The money IS NOT THEIRS. Let me repeat that. THE MONEY IS NOT THEIRS. It is money from the US Government, and behind that, it's the American people's money. As an American citizen, I demand that my aid money (charity) not fund terrorists, and (somewhat) approve of my Government's reasonable demand. There MAY BE other reasons, some good, as to why they think they cannot sign, and many Palestinian apologists can come up with a lot of plausibly sounding excuses. However, if these NGO's are not willing to sign, and signing is a condition for aid, then FAIRNESS dictates that those who do not sign should not get aid, out of respect for those who DID sign, and ARE COMPLYING with the requirement not to fund terrorism.

The Wolfowitz-Perle doctrine of pre-emptive action against perceived external threats preserves a role for humanitarian intervention. In fact, it may make humanitarian response a growth industry. The role of relief organizations in Iraq raises many questions, however, and these questions deserve the continuing attention of the movement that sought to avoid this war in the first place. Humanitarian relief often describes itself as a politically neutral enterprise designed to save lives and limit human suffering in emergency situations. What could be political about high-tech bubbles full of clean water? The enterprise unites governments, the private sector, nongovernmental organizations (NGOs) and the UN system in a professional and technically advanced network. U.S.-based corporations and not-for-profit organizations with a heavy reliance on U.S. government funding are major actors in this network. The neutrality principle has always been difficult to sustain. Political forces in a society always influence choices about how and to whom aid is provided. The provision of aid, in turn, has an impact on the balance of political power, at least at the local level. This is not a new debate. Grassroots International came into existence pointing out the close relationship between war and famine (and, hence, aid) in the Horn of Africa in 1984. Others have made the same argument quite effectively in Afghanistan in 2003.
