This September, researchers from Canada, Norway, Russia, and the United States will particpate in the Nansen and Amundsen Basins Observational Systems (NABOS) and Canadian Basins Observational Systems (CABOS) research cruises in the Arctic Ocean. Additionally, Japan and Germany are collaborating on the project. This effort contributes to the comprehensive study of the Arctic as part of the world climate system. The overall purpose of the observational program is to provide a quantitative, observationally based assessment of circulation, water mass transformation, and their mechanisms in the Arctic Ocean. Agriculture is as ancient as human civilization itself and is the fundamental activity through which humans survive on earth. Especially in developing countries, agriculture is the primary contributor to the nation's economy. Agricultural practices, however, may contribute to global climate change: Arable farming, burning and clearing of forests, wetland rice cultivation, raising of livestock, and use of nitrogenous fertilizer can lead to increased concentrations of carbon dioxide, methane, and nitrous oxide in the atmosphere. Conversely, global climate change could affect agriculture by reducing the amount of land available for cultivation, decreasing crop yields, and threatening food security, especially in the developing countries. Therefore, systematically documenting and disseminating information related to the impact of agricultural activities on the global climateand vice versaare important tasks. Identifying appropriate technological and policy interventions to mitigate global climate change is crucial at the national, regional, and local levels. Considering indigenous environmental knowledge, including human adaptive strategies, is necessary to strengthen technological and policy initiatives.

Extractions: Updated October 1, 2002 SUMMARY The possibility that human activities are releasing gases, including carbon dioxide (CO2), at rates that could affect global climate has resulted in proposals for national programs to curtail emissions. An international framework for specific reductions in greenhouse gases was negotiated at a meeting in Kyoto in December 1997. Concern about costs has encouraged consideration of CO2 reduction proposals that employ market-based mechanisms. The passage in 1990 of a tradeable allowance system for sulfur dioxide (SO2) control in the United States to reduce acid rain provides a precedent for such mechanisms. The specific effects of both a carbon tax and tradeable permit program would depend on the specific levy (carbon tax) or allocation scheme (tradeable permit) chosen, the scope of the program, the timing of the reductions, and the recycling of any revenues. In addition, many tradeable permit proposals include provisions allowing countries to accumulate permits by reducing emissions in other countries. This scheme, called joint implementation, was approved in principle at the Kyoto conference in December 1997.
