Housing needs change with the population growth of the region. Many senior citizens desire smaller housing sizes or need homes that meet their changing physical condition. As new families move to the region, they often must make a choice between the cost of housing and the length of a driving commute. Young families who have lived their lives in certain communities are not able to become homeowners in the area.

Funding for the HOPE VI program expired in 2002. President Bush's 2003 federal budget eliminates the program by providing NO funding to restore HOPE VI. The first HOPE VI community in the country, Centennial Place, is located in the City of Atlanta within the Fifth Congressional District represented by Congressman Lewis. Congressman Lewis, a member of the House Budget Committee, made the following statement in Committee: "Mr. Chairman, I want to offer an amendment that would restore The HOPE VI program. This amendment increases funding for the HOPE VI urban revitalization program by $574 million."
