Extractions: Military Construction and Military Family Housing for Fiscal Year 2002 The Subcommittee on Military Installations and Facilities meets this afternoon to begin consideration of the Presidents budget request for the military construction and military family housing programs of the Department of Defense for fiscal year 2002. In recent years, this subcommittee has received the budget request with serious concern on a bipartisan basis. For several years, the Department of Defense chose to propose budgets that underinvested significantly in military infrastructure. While attempting to place an emphasis on improving the immediate quality of life concerns of military families and unaccompanied personnel, the Department neglected the requirement to more broadly recapitalize and modernize needed military infrastructure. As a result, the condition of facilities critical to executing the missions assigned to the active and reserve components continued to deteriorate in spite of the efforts of the Congress to backfill the shortfalls created by the Department.

SURVEY OF DEMAND FOR THE RHS FARM LABOR HOUSING PROGRAM Arkansas, California, Colorado, Florida, georgia, Idaho, Indiana restricted to farmworkers and their families. Other housing assistance programs cannot fill the http://www.ruralhome.org/pubs/farmworker/survey/surveytext.htm
Extractions: SURVEY OF DEMAND FOR THE FARM LABOR HOUSING PROGRAM Permission is granted ONLY to nonprofit community-based organizations to reproduce and/or adapt this document, and only for their own use. INTRODUCTION On June 24, 1997 the Housing Assistance Council (HAC) sent out 31 questionnaires to state Rural Development (RD) offices, the Rural Housing Service national office, and regional technical assistance providers. The purpose of the survey was to update estimates of future applications and potential projects for the Section 514/516 Farm Labor Housing program of the Rural Housing Service (RHS), an agency of the U.S. Department of Agriculture (USDA). Of the 31 surveys that were sent out, HAC received 28 responses that provided information documenting a total of 88 applicants seeking to develop more than 2,355 units of farm labor housing with Section 514/516 funding. The total estimate of loans and grants to be requested in Fiscal Year (FY) 1998 by these applicants is over $134.5 million. These projects are currently unfunded, but will seek funding in FY 1998. In FY 1997, Section 514/516 was appropriated $25 million. The implications of this unmet demand will be addressed in later sections of this paper. METHODOLOGY Rather than attempt to survey every state RD office, HAC chose to survey offices in those states which historically work with projects using Section 514/516 loans and grants. HAC contacted RD offices in Arkansas, California, Colorado, Florida, Georgia, Idaho, Indiana, Massachusetts, Michigan, Mississippi, New Jersey, New York, North Carolina, Ohio, Oregon, Pennsylvania, Texas, Vermont, Virginia, Washington, and Wisconsin.

Extractions: Last year, PHADA testified that local housing authorities were under an assault more serious than anything we had experienced in decades. This year, HUD's assisted housing program budget proposal is worse. This funding proposal places the integrity of housing assistance programs, the institutional service delivery network, and the good faith between HUD and its partners at risk, and it ignores precedent Congressional action. In aggregate in the past four years, the administration will have proposed more than a $2 billion disinvestment for the public housing program, and this year we believe that the funding for Housing Choice Vouchers is deficient by an additional $2 billion. The burdens of that disinvestment ultimately fall on our communities and the citizens who use this housing assistance.

Extractions: Introduction After its first 18 months, the Minnesota Family Investment Program (MFIP) produced substantial effects on the employment and earnings of single-parent, long-term recipients in urban areas (Miller, et al. 1997). Subsequent analyses revealed that the program had notably different effects on recipients who were in public or subsidized housing at program entry compared with those who were not. Specifically, MFIP's impacts on employment and earnings were larger for the former group. This paper presents MFIP's 18-month impacts by housing status and examines several possible reasons for the pattern of impacts. MFIP's Impacts Tables and present MFIP's impacts on employment, earnings, and welfare receipt for single-parent, long-term recipients in urban areas. These data were presented in the 1997 interim report. Recall that the impact of the program is measured as the difference in outcomes between the research groups. The full MFIP program produced fairly substantial increases in employment and earnings (shown in column 4 of

Extractions: A private developer has been selected to draw up a plan to take over management of family housing at Fort Hood, Texas, with the firm agreeing to renovate or replace the 5,482 quarters there and build several hundred new ones. The Army signed a contract June 28 with a company called Fort Hood Military Housing, LP a joint venture between a California firm called Lend Lease Actus and the Georgia-based company Trammell Crow Residential. Under the contract, the firm will work with the Army to draft a Community Development Management Plan for Fort Hood. This effort will take approximately six months. If the plan is accepted, then the company takes over family hosing on post. The contract will be for 50 years and is valued at approximately $4 billion. Forts Hood, Carson, Lewis and Meade were selected to participate in the RCI Pilot Program to test the concept of housing privatization for a larger-scale program within the Army, said Mahlon Apgar IV, assistant secretary of the Army for Installations and Environment. "RCI is all about taking care of our soldiers and their families," Apgar said after announcing the Fort Hood contract. He said the program will provide soldiers with a quality of housing that the Army could not otherwise afford, because of funding restraints.
Extractions: Background: Since our inception in 1991, ANDP has a strong track record of facilitating neighborhood revitalization through partnering with private funders and neighborhood community development corporations (CDCs) to implement mutually agreed upon strategies. These strategies have at their core the basic assumption that mixed-income housing is fundamental to the process of unlocking a neighborhood's economic potential. It is a necessary ingredient for effective community economic development. Community Economic Development is a long-term process of investment, construction and other enterprise that ultimately benefits the entire community. As a housing development catalyst, ANDP was created to rebuild neighborhoods and create economically viable mixed-income communities throughout metro Atlanta. To date, ANDP has invested in more than 6,000 affordable housing units in Atlanta.

Nonetheless, many of these parents are unable to afford basic necessities for their families, such as food, housing, and stable child care. Even a full-time job is not always enough to make ends meet, and many parents cannot get ahead simply by working more. As earnings increaseparticularly as they rise above the official poverty levelfamilies begin to lose eligibility for work supports. At the same time, work-related expenses, such as child care and transportation, increase. This means that parents may earn more without a family experiencing more financial security.[
