Extractions: University of Arkansas -Fayetteville An important component of quality of life is housing that satisfies family needs. Unfortunately, suitable housing has become difficult for many families because of high interest rates, confusing mortgage alternatives, and high housing prices and rents. Extension, based on years of developing and disseminating information on housing issues, is in an excellent position to provide the housing information needed by the public. In 1981-82, as part of a Southern Region Housing Research Project, personal interviews were completed with 1,804 households residing in Alabama, Arkansas, Florida, Georgia, North Carolina, Oklahoma, and Virginia. These households were selected by probability sampling techniques designed to produce a sample representative of the nonmetropolitan, nonfarm population in the seven states studied. Included in the personal interviews was a question measuring needs for housing information. Participants in the personal interviews were asked: "If you wanted to modify or change your dwelling, what kinds of information would be most helpful to you?" Results showed that respondents were most in need of information about energy conservation (44.6%) and financing (37.1 %), followed by remodeling (27.6%), building methods (22.5%), insurance and taxes (21.8%), and housing maintenance (20.7%). Fewer respondents mentioned buying a house (11.1%).

Last year, a national coalition produced a 10-year plan that even some skeptics admitted sounded viable. Now, the economic downturn, exacerbated by the events of Sept. 11, has those same national leaders predicting a dramatic rise in homelessness reminiscent of the crisis at the end of the 1980s.

About 2 million low-income families rent private housing with the assistance of federal vouchers that are used to pay part of the rent. Under the Bush plan, local housing authorities, which distribute the vouchers, would lose $1 billion nationwide for the program. The administration has proposed freeing local housing authorities from most federal rules, such as requirements that 75 percent of the vouchers go to the poorest of the poor, those whose incomes are below 30 percent of the median in their community.

Extractions: Housing Law Bulletin The delinquency rate is so high that agency staff as well as outside advocates are trying to understand and remedy its causes. While no definite answers have been developed, it appears that the increased delinquency rate is caused by a variety of factors, including computer errors and impersonal and inadequate servicing. Increasing number of default notices/defaults for minor infractions. Servicing tools not being utilized. Another reason for the increased defaults appears to be the agency's failure to use the full panoply of servicing tools that are available to it. In a recent Georgia case, a borrower who had fallen behind in her mortgage payments due to a relatively short-lived decline in income, and who was not eligible for either moratorium relief or loan reamortization, was not considered for a Delinquency Workout Agreement (DWA), one of the servicing tools set out in the RHS regulations. Upon inquiry by the borrower's attorney about the agency's failure to consider a DWA, the attorney was advised that the agency's computer software was not programmed to deal with DWAs. Potentially, this is a significant problem that is denying many borrowers foreclosure relief to which they are entitled.
