Other factors that have hurt vocational enrollments include recent efforts to increase the number of academic credits required for graduation and, in the case of area vocational-technical schools, negative attitudes toward vocational education on the part of sending school personnel. As a result, vocational educators must either reassess their existing marketing and recruitment strategies or develop such programs. The benefits of a well-conceived recruitment programboth inside and outside the education sectorhave been well documented. Then click on the icon to download it FREE. The public postsecondary vocational education system is the largest provider of occupational training. In 1993-94, $394 million was spent on such programs. State funds are primarily used to support these programs. We reviewed the performance of the training programs provided by vocational technical centers and community colleges. We found that 37% of all types of vocational programs produced few graduates or their graduates faired poorly in the job market. Vocational programs are often offered at two or more schools in the same region or county. Such duplication of programs may be needed. However, we found that some duplicative programs had low placement rates, trained students for jobs not targeted as high wage or high skill, or had low enrollments. This unnecessary duplication was found among programs offered by both community colleges and vocational technical centers. OPPAGA recommends that the Legislature increase the use of performance-based funding programs where vocational schools and colleges earn their funding through the performance of their programs, rather than strictly enrollment of students. This could give programs added incentive to offer programs with better employment outcomes for their graduates. OPPAGA also recommends that poor-performing programs and unnecessarily duplicated programs be eliminated using objective criteria.

HSTW sites administer an assessment every two years of the achievement, school experiences, and work experiences of career-bound youth. The assessment includes tests in Reading, Mathematics and Science that are linked with the National Assessment of Educational Progress (NAEP) tests the congressionally-mandated "report card of the nation."
