Grand Juries in the News Common law grand juries had a foreman, who administered the oath to witnesses testifying before the grand jury, saw that it received other kinds of evidence and generally ran the grand jury's sessions. Federal grand juries have a "foreperson" and a "deputy foreperson." The deputy takes over when the foreperson cannot attend a grand jury session. Forty-nine states and the District of Columbia also retain the office of grand jury foreman ("foreperson), but three statesIdaho, Kansas and Wyominguse the term "presiding juror" rather than foreperson. Connecticut does not need the office grand jury foreperson because it eliminated grand juries composed of citizens and replaced the civilian grand jury with a grand jury that is composed of one judges, who presumably do not need a foreperson to run their affairs. Of the 50 jurisdictions that have a foreperson/presiding juror, 24 give this officer a deputy. Five states add another officer: In Florida, North Dakota, Oregon and South Dakota, this person is known as the grand jury's clerk; in Nevada he/she is the grand jury's secretary. Federal law does not recognize either position, but grand juries in some federal do choose a secretary, out of local custom.

Extractions: Attorney at Law It would be very convenient if all state and federal codes, statutes, and caselaw were available on the World Wide Web. This would give lay people easy access to the laws that they must follow and it would allow attorneys to do legal research without having to leave their office to go to a law library, or pay for expensive collections of casebooks. Unfortunately, economic realities dictate that we may never see all of the substantive law of all the states on the Web. Several states receive quite a bit of income by selling the exclusive rights to publish that state's caselaw. In addition, it is quite expensive to publish and maintain a web site, and money for such a project is not available in all states. Caselaw on the Web ideally would include decisions from at least the last 30 years, a sophistocated search engine for locating relevant law, case summaries, headnotes, etc. Providing all of these on a Web site would be very expensive. Prohibition, organized crime, riots, drug trafficking, and violent crime exemplify some of the complex problems the police have faced. Now law enforcement confronts another problem that is somewhat unusualcomputer-related crime. Several factors make this type of criminality difficult to address. There are other important distinctions you will make in conducting legal research, such as civil/criminal and federal/state, but these six categories can help you understand the relationship between different sources of information. Resources for each of the three branches of government (Legislative, Executive, Judicial) are generally arranged either chronologically or by subject. The chronological version will usually be published first, so if you are looking for updates to information appearing in a subject resource, try to identify its chronological counterpart. If you can determine which category best describes a document, then you may find it easier to identify its relationship with other resources. A few documents may be a combination of two or more categories, such as the U.S. Code, Lawyers Edition , which is a subject arrangement of laws passed by Congress, but also provides a subject arrangement of judicial decisions associated with those laws. Examples are provided below for some Federal and Florida publications.

When there are more jobs than qualified individuals, individuals will move to maximize their benefits. Morale Morale and perceptions act as a multiplying factor when there is a surplus of demand. Individuals are more likely to pursue other jobs when agency moral is low or there are perceptions of no upward mobility. Monetary Rewards Employees are motivated to seek other employment based on monetary gains. It is natural for individuals to want to maximize their earning potential, which is often easier achieved by relocating to another agency or profession. Salaries in the criminal justice profession are disproportionate between the agencies (starting salaries varied by 287% for law enforcement according to the 1999 CJAP). Turnover is creating increased compensation for those that are mobile, especially when retirement and other benefits are transferable. Risk vs. Reward

The revised Tables contain changes made by the 2003 Florida Legislature during the Regular Session and Special Session A. All of the new laws are on the Tables, including those that were effective on or before July 1, 2003, and those that will become effecive on October 1, 2003. The Effective Date column shows the statutory changes with an October 1 effective date. Repealed laws have been deleted from the Arrest Statute Table but are noted on the Clerk Statute Table. The Arrest Statute Table, used by law enforcement agencies, contains only the current arrestable offenses. The Clerk Statute Table, used by the Clerks of Court, contains the arrestable offenses in addition to statutory history, such as when a statute was repealed or renumbered. The general approach underlying the Penal Law Web can easily be adapted to other legal subjects, especially those revolving around codes or other systematic statements of law, such as restatements. Read on also if you feel woefully underskilled, understaffed, or underpaid to set up a law web. Webs Not Casebooks For several years, I kept getting increasingly frustrated with the casebook I was using in my criminal law class. It seemed to cover irrelevant topics in excruciating detail, and give short shrift to things I considered of crucial importance.
