Some areas of the 2800 square nautical mile sanctuary will be set aside for recouperation and some for special uses (jetskis in some areas, non-motorized boats only in others). Everyone has an interest in the fate of the Sanctuary and our country's underwater resources. The final draft of the Mangement Plan for the Florida Keys National Marine Sanctuary is being submitted to state and federal officials for their approval. Ask them to support strong regulations and the necessary funding to preserve the habitat that is home to the Key's unique marinelife, from parrotfish to manatees, herons to crocodiles. Bermuda, Puerto Rico, and Miami are said to be the "points" of this legendary triangle. However, the U.S. government denies the existence of these borders. Many "phenomena" enthusiasts claim that the triangle is not truly a triangle but a general area of water found east and southeast of North America. In any event, the geography of the area is awe-inspiring and deeply misunderstood. The humid subtropical climate of the region brings with it heavy rainfall and high temperatures. An annual rainfall in excess of 60 inches (152 cm) can be expected. Though much this rainfall is mostly spread evenly through the year, hurricanes and harsh thunderstorms occasionally drop 10 inches of rain within hours. This area is well known by geographers for the sudden nature of its storms. There have been many reports of complete whiteouts being formed in seconds. Waterspouts and extremely strong winds are dangerous elements that often accompany these storms. The topography of the ocean floor bottom is surprising to many that sail the area. It is commonly believed that this whole area is very shallow. This is true near to the Florida coastline, but as the North Atlantic Continental Shelf breaks off only miles away, depths quickly reach as low as 12,000 feet. About 100 miles north of Puerto Rico is the deepest part of the Atlantic, the Puerto Rico Trench, estimated at 30,000 feet deep!

Some of the most profound transformations have occurred in the coastal zone, creating needs for resource management that reflect the new geographic and demographic realities. Florida's coastal population has seen an increase from 4.8 million in 1960 to 12.8 million in 1990 ( ). This rate of growth is four times that of the U.S. in general, and is largely due to immigration from other U.S. states. Most of the immigrants prefer to settle close to the shore: seventy-nine percent of Florida's population live within the coastal zone ( Culliton et al., 1990 ). While the coastal population of the U. S. during this period has increased by 38% nationwide, Florida's coastal counties have grown by 169% ( ). Florida's coastal population increase has not been uniform: the Atlantic coast counties have seen a 175% increase, while the Gulf has experienced a 160% increase (

Introduction and Statement of the Problem The U.S. has witnessed a consistent and seemingly inexorable increase in the number and percentage of its citizens who lack health insurance coverage.  From approximately 34.4 million Americans under age 65 without health insurance during 1990 (15.7 percent of the under 65 population), the ranks of the uninsured have swelled to 43.9 million in 1998, representing 18.4 percent of the population (U.S. Census Bureau, 1999). Over this period, the U.S. Census Bureau’s (1999) estimates of the percentage of Floridians under age 65 without health insurance have remained above the national average, moving from 2.4 million uninsured in 1990 (21.5 percent of the population) to 2.5 million in 1998 (21.1 percent of the population). These worrisome numbers have persisted despite significant health policy efforts aimed at decreasing the number of uninsured.  Nationally, President Clinton’s Health Security Plan proposed an ambitious set of policies designed to achieve systemic reform of health care financing in the U.S. (White House Domestic Policy Council, 1993).  In Florida, Gov. Chiles’ Health Security Plan proposed significant subsidies to assist low income Floridians in purchasing health insurance.  Such subsidies were seen as essential in promoting the small group reforms embodied in Chiles’ Community Health Purchasing Alliances, or CHPAs (Agency for Health Care Administration, 1993).
