Civic leaders participating numbered over 2400, of whom 2187 completed the participatory evaluation instrument. Most of these also took the post-test of knowledge and attitudes, though problems of incomplete forms and differences between attendance at the planning sessions prior to the training where pre-tests were given and attendance at the workshops themselves reduced the number of trainees for whom paired pre-test/post-test results were obtained to just over 1000. B. Input: Project Conception and Design The basic program strategy was based on a rich background of experience in decentralization and training for local administrative responsibility in Haiti. Creole-language materials were linguistically well conceived and generally very well received and appreciated by trainees. The shortcomings of this "input" were in large part a consequence of the compressed timeline and lay in two related areas: operationalization of instructional objectives and development of instructional design. The evaluation team was alerted to delays in development of instructional materials caused by the extremely rapid start-up of the project and postponed its first mission therefore until early September. At that time, evaluators helped project staff to define a certain number of underlying instructional objectives that would make it easier to devise tests measuring knowledge gains and attitude change during the training. An example of the kind of scheme used is presented in appendix to the trip report in Annex A.
