Background The proliferation of competitive foods has raised concern among public health officials, parents, teachers, and others since many of these foods can undermine children's diets and health. National studies have found that 78 percent of high schools, 65 percent of middle schools, and 31 percent of elementary schools offered foods a la carte. A la carte items are foods sold individually by school food service during meal times rather than as part of a complete National School Lunch Program meal. A recent California study found that in 71 percent of surveyed school districts, a la carte items accounted for up to 70 percent of all food sales at schools, with popular items including fast foods such as pizza, cookies, and chips. Unlike the National School Lunch Program, these foods are not required to meet any nutritional standards. The high presence of fast foods as a la carte items is a concern, as they tend to be of limited nutritional value and contain high levels of fat, salt, and sugar.

Help Enter Keywords: Dear Applicant: Thank you for your interest in an appointment to an education governance board or other education council created by the 2001 Florida Legislature with the passage of the Education Governance Reorganization Implementation Act. This legislation creates a board of trustees to oversee each of Florida's state universities by July 1, 2001 to serve as the body corporate for that institution. In addition, the legislation creates the new Florida Board of Education to oversee education kindergarten through graduate school, in Florida's new seamless education system; the Florida Council for Education Policy Research and Improvement; and the Commission for Independent Education. To provide the foundation for Florida's transition to a new education governance structure, we need to identify potential applicants for each of the boards. We want to encourage as many people as possible to apply for an appointment. I am excited about this new governance model because it reinforces some fundamental principles about education: the majority of decisions should be made at the level closest to the student; and our universities will better meet the needs of their students with the freedom and flexibility of local decision making that reinforces statewide goals and expectations. The board for each university will serve its particular needs as well as set policy and direction for the financial and academic well-being of the institution and the students in its charge.
