While the floods in Mozambique during the past month have undoubtedly reversed much of the progress made recently on many fronts in Mozambique, their impact on the country's well-established mine action programmes remains mostly unknown at this point. It is not yet possible to evaluate the impact of the floods that have devastated the southern and central region of the country, including the mine-affected provinces of Maputo, Gaza, Inhambane, Sofala and Manica. Most areas affected are still inundated by the floods with the possibility of more floods as river levels increase again. In the areas where the flood is receding, there is still little mobility with few villagers returning home. In addition to mines, many other life-threatening problems confront Mozambique as a result of the flooding including the threats of malaria and cholera. Related Material Toward a Mine-Free World The main danger with respect to mines is however very clear: there is no certainty as to where the mines are now because landmines and buried explosives, shift like stones in rushing water, and tend to move downstream following gravity. Some of the antipersonnel mines used in Mozambique were made of plastic and float in water. According to Gerhard Zank, the Mozambique representative of the Halo Trust, a British demining agency: "In the past, mines have been washed downstream in heavy rains, but we never had flooding on this massive scale before. We just don't know what the effect will be."

KUALA LUMPUR, Malaysia After days of widespread flooding in peninsular Malaysia, thousands of people have begun to return home as the waters recede. Heavy annual monsoon rains left four children dead and one missing the victim of a mudslide that swept away hillside houses, according to the Bernama state news agency. Three states in the east including Johor, Terengganu and Pahang had to evacuate people to relief centers when swollen rivers, land and mudslides wreaked havoc. The deluge has also affected farmers in the central Cameron Highlands, causing potential losses to produce and blocking routes to markets. Many roads became impassable, including a number of routes over the mountains to the capital Kuala Lumpur, due to landslides and rising floodwater.

Two studies now show that the future may hold many more sandbagged river banks and submerged streets. Climate scientists shrug off the question of whether the catastrophic winter of 2000 was a taste of climate change to come, or if it was just extraordinarily wet, a freak event unlikely to recur in the near future. So is the debate about to what extent the response to catastrophic floods in Mozambique and neighboring countries was too little and too late, illustrating yet again the double standard of the world's response to crises in Africa. Yet there are also significant new features in the response to the crisis. Fundraising and volunteer contributions from within Mozambique, from neighboring South Africa and from around Africa (the Organization of African Unity, Malawi, Ghana, and other countries) are at much higher levels than in previous African natural or human-caused disasters. Contributions have even been received from East Timor, a fellow ex-Portuguese colony. Perhaps it is because Mozambique arouses particular sympathy because of its decades of suffering from war, only to be hit with yet another colossal human tragedy. Perhaps it is because Mozambique despite its poverty is one of the African countries most proficient in using the internet. Perhaps it is because communication within Africa is improving. Nevertheless, there is the usual danger in response to international crises, that the world's attention will be fleeting more focused on the dramatic helicopter rescues or immediate relief needs than on the rebuilding efforts that Mozambicans repeatedly stress must be built into the response. It is also likely that international agencies will get greater resources than their Mozambican counterparts, and that existing Mozambican and regional organizations will be weakened rather than strengthened by some outside efforts.
