Reporters were told about the principal items on the forum's agenda during the press conference held by the Finland-Russia society today. According to the preliminary applications for participation, the heads of practically all departments of culture of Russia's Northwest and four Finnish province governors and the representatives of several Finnish ministries will attend. Traditionally, the first day of the forum will be given to negotiations between future partners, the participants of joint projects. The Finns have already suggested 80 such projects of 100 possible. According to Paula Tuomikoski, the Finnish coordinator of the forum, a governmental advisor from the Ministry of Education, the Russians have already found 78 partners to take part in these projects. 'The previous experience of similar forums showed that when carrying out joint projects, the weak point is not financing but the insufficiency of information about the potential partners, she said. Chosen for this time as the principal areas of cooperation are library business and literature, fine arts and artistic education, concert activities and the teaching of music, museum work, choreography and circus, folk crafts, applied arts, photography and cinematography, and the education of cultural workers. The meetings of partners will be taken to participants' workplaces, libraries, museums, schools, etc. The participants of the forum will also do some sightseeing around the town of Lapperanta and its castle once reconstructed under the supervision of Generalissimo Alexander Suvorov.

The primary areas of cooperation for this year are library work, literature, fine art, artistic education, concert activities, music teaching, museum work, choreography, circus, folk crafts, applied art, photography, cinematography, and the education of cultural workers. What is new are joint programs benefiting the handicapped. The programme for the first day includes talks between the prospective participants of joint projects, of which the Finns have already suggested 80 and 176 people applied for participation. Russia has so far found 63 prospective partners to join the projects. Traditionally, no more than 100 may participate from either party. The 4th Russian-Finnish cultural forum is supposed to convene in St. Petersburg, October 11 through 13, 2003. Its primary topic will be 'The Culture of the Young'. Initially, there were plans for only four such forums, yet now there is talk of extending the cooperation. The authorities of Turku, Finland, have already said they would host the 5th cultural forum.

Extractions: SAINT PETERSBURG, September 2. The IV Russian-Finnish cultural forum will take place in Saint Petersburg on September 11 to 13. According to the press office of the city administration, the event will be a part of the Week of Finland festival which is set to mark the 300th anniversary of the Russian city. The main theme of this year's forum will be a project called Youth and Culture. Thematic seminars Castles and Fortresses and Arts management will also be held as part of the forum. The main aim of the forum is to bring greater integration between the cultural departments of Finland and the North West Federal District of Russia. The first Russian-Finnish cultural forum was held in Helsinki in 2000. The forums are held on an annual place and take place in each country alternately. The 2001 forum was held in Nizhni Novgorod. Every year the host country organizes specific projects and proposals for collaboration while the visiting delegation seeks partners proposed by the host country. Russia is holding the event this year and is therefore looking to provide potential partners for Finnish cultural activists.

This unanimity has remained unbroken for centuries and is sure to continue as long as there are children born in their native land, as long as the invitation still comes from the porch threshold in the evening twilight: "The sauna is ready." In the course of centuries, many nations have practised sweat bathing. In some places the practice died out, elsewhere it disappeared for a long time and was later picked up again. The Finnish sauna is also a sweat bath but of a distinctive kind. It has been influenced by both the Eastern and Western bath cultures but has also developed some genuinely national features. The tradition of the sauna, carried on unbroken for about two thousand years, is deeply rooted in the nation's way of life. Sauna bathing is part of the Finnish identity just as essentially as rye bread is part of the customary diet. At its most primitive, the sauna was probably a pit dug into a slope, with a heap of heated stones in one corner. The dugout developed into a four-cornered log hut with an earth floor and a chimneyless stove; this served as both a primitive dwelling and a bath. There was smoke in the room when the stove was being heated, but afterwards it vanished, leaving behind a smoky smell. The smoke sauna, with some modern adaptations, is nowadays becoming quite popular again. The next step in the story of the sauna was the addition of a chimney to the stove, which was then heated just once each time; still later came a newer type of stove which could be kept hot by continuous heating.

Extractions: The research project, led by Simo Häyrynen, senior assistant in cultural policy at the University of Jyväskylä, aims at exploring and analysing concepts and actions occurring in the evaluation of cultural impacts. The objective of the project is to develop further theoretical and analytical aspects concerning the evaluation of cultural impacts and to form a coherent framework for the practise of evaluation. Also, the project aims at understanding the problems of the evaluation of culture in respect to the assessment of social development in other fields. The project's first publication, due in Summer 2004, presents a basic model for the practise, based on the evaluation of environmental impacts. Within the project, a collection of articles written by experts in fields of for example education, the environment, youth issues and culture is also planned, analysing the difficulties in evaluating phenomena which is difficult to measure or quantify. Between 2003-2004 the Foundation's Helsinki Research Centre is implementing a research project under the acronym KLEROT designed to analyse the transformation of economic activities and occupational competency in the Finnish cultural and sports sectors and to assess the educational and training needs resulting from these transformations. The project is foresight-oriented: the intention is that its results will identify future needs for professional skills and will identify options for new educational and training programmes.

Extractions: R The first railway station in Helsinki was designed by C. A. Edelfelt in 1861, and it was completed a year before the first railway connection (Helsinki-Hämeenlinna) was opened. The Railway Station was a huge building for the Helsinki of that time, and once it was used even as a ball room. That was in 1863, when Alexander II visited the opening of the Finnish Diet: since there was no other appropriate place large enough, the railway station was decorated and the honorary ball for over 2,000 guests was given there. The railway connection to St. Petersburg was opened in 1870; and the railway played an important part in the economic growth of Helsinki. Soon the old station was too small, and the competition to design the new one was won by Eliel Saarinen in 1904. After its completion in 1914, this unified work of art has even been called the most beautiful railway station in the world.
