Del Mar is consistently the only city in the county that enforces parking meters on weekends, state and federal holidays. Del Mar intentionally has adjusted signal-light timing and changed the operational characteristics on Camino Del Mar (Coast Highway) to purposefully make it more difficult to access the core of downtown Del Mar. The irony is that the purpose of SANDAG is to promote, not frustrate, transportation planning. This is even more incredible when one considers that Coast Highway is the only North County coastal thoroughfare other than Interstate 5. Encinitas and Oceanside have demonstrated it is feasible to have vibrant downtowns and still have two through lanes that can readily accommodate the traffic. Code enforcement efforts to eliminate encroachment onto public lands are not difficult, especially when the California Civil Code expressly provides that individuals cannot obtain rights to public land merely by occupying them.
