His interest in agriculture and farm labor issues has been developing since his youth, part of which was spent in his familys vineyard in San Javier. Billikopf obtained a BS in plant science with emphasis in production agriculture at the University of California, Davis, and a MA in labor management from California State University, Stanislaus. Before coming to the University of California Agricultural Extension in 1981, he worked in migrant education and farm worker training programs. Billikopf's agricultural extension research and teaching efforts have focused on such topics as employee selection, compensation, performance appraisal, discipline and termination, supervision, interpersonal relations, conflict resolution, and negotiation skills. Gregorio has been a frequent national and international speaker in the field, and has had the opportunity to give presentations in Russia, Canada, México, Uganda, and Chile. Simeral Management of labor is one of the least understood management responsibilities in modern-day agriculture. More and more producers hire labor either part-time, full-time or both. Many find it difficult to recruit and hire good labor, and even more difficult to train and retain a productive labor force. Many producers do not view themselves as employers, especially if the labor force consists of family members. Any labor, even if unpaid, means that the producer is the employer and must be able to manage the labor force as employees. One major tool of good labor management is performance evaluation. However, performance evaluation or appraisal of farm employees is not practiced with any regularity, and many times not even attempted. Performance appraisal in its simplest form is the process in which the producer decides how well the employee is doing in relation to the producer's expectations and the employee's expectations. This goes on whether there is a formal process or not and whether the employee is informed as to how he/she is doing. The producer should formalize the process and use it as a means of improving the performance of the employee. The process also helps the employer and employee address the employee's satisfaction with the job. A good performance appraisal system can be created by: Developing a written job description for each employee. Be sure that the employee understands it, and that the job description is kept current.

As an employee benefit, these employer paid medical expenses are not considered taxable income to the employee. These features may encourage businesses to employ an owners spouse to save taxes. There are several advantages to a self-employed farmer or other business to write off the entire medical insurance and out-of-pocket medical expenses on Schedule F or C as an employee fringe benefit. First, the employer can deduct the full expense rather than only 60% of the health insurance when using the self-employed health insurance deduction on page 1 of the 1040. Second, if these expenses would be taken as itemized deductions, they would be subject to the 7.5% of income limitation that is imposed on medical expenses. Third, deducting these expenses on Schedule F or C decreases self-employment tax. Further, medical expenses paid by the employer are tax free to the employee. Of course, if you are deducting the medical expenses for your spouse/employee, you will want to specify that it is coverage for his/her entire family. Therefore, you, as the employer, are covered under your spouses medical plan.

The goal of the workshop was to increase awareness of the impact of rural stress, to identify what rural stress is, what can be done about it and how to manage farm stress. Workshop participants received a workbook containing helpful information on stress as well as contact names and resources in the various communities where professional assistance could be obtained. Farm Stress Management "train the trainer" Workshops for those who work with farmers, their families and employees were conducted at the Dutch Inn, Charlottetown on February 19 and at The Loyalist Inn , Summerside on February 21, 2000. The objectives of these workshops were to increase awareness of the impact of rural stress and to provide a resource kit for service providers for use in rural communities to address issues of rural stress. I experienced an oversight recently that cost my farm operation dollars in lost sales. Following the milking, I attempted to hang the milkers up and go through a routine to start the wash process. At 11:00 pm, I went back to the barn for a bottle of milk and realized I had neglected to move the pipe from the milk tank to the sink. The wash water emptied into the milk. Missing one important step such as moving the pipe in my case is that all it takes to cause a serious farm accident?. Five years ago, Sylbert Rayner of Coleman lost his arm, broke the other in two places and severely damaged both knees in a power-take-off (PTO) accident during the potato harvest. "It only takes a second to shut the tractor off," Sylbert says. "I didn't and have the rest of my life to regret it." How can we prevent accidents? How do we know we did indeed prevent an accident?
