PROGRAM UPDATE The Ecuadorian government assignment committees meet as needed to assign families to children whose abandonment decrees are complete. Domestic Ecuadorian applicants are given first priority, then the international agencies are assigned the most easily placed children in rotation. Children who are harder to place are assigned outside the rotations. Once a child has been assigned to a family, you can travel within 2-3 weeks. The wait for sibling groups, older children, Afro-Ecuadorian children and children with medical and developmental risks is very short. Families interested in young healthy children are likely to wait a four to six months for an assignment. The new Code of Youth and Adolescence takes effect July 3, 2003. As yet no implementing regulations have been written to detail the effects of this new law. We are hopeful that adoptions will continue under the former adminstrative procedures until the new regulations are complete, but it is reasonable to expect some changes in procedures and perhaps delays until December 2003, the projected date of completion of the regulations.

Extractions: What happened in Ecuador? Ecuador is on the north-west coast of Latin America and is home to around 11 million people, the vast majority of which are very poor. The Ecuadorian people need a great deal of support to enable them to climb out of the poverty pit they find themselves in. I am going to spend 4 weeks this summer (1999) in a small village called Nuevos Horizontes which is about four hours from Quito (the capital) by road down the Andes. Nuevos Horizontes houses a basic health clinic and dental surgery which serves the poorer people in the vicinity. The health centre is run by Christians from all denominations who have a passion for the underpriviledged. Latin Link is the organisation through which I have found the opening, enabling me to travel to Ecuador and complete my elective period. I will be doing both research into the dental health problems of the Ecuadorian people along with some basic dental treatment. I am in no doubt God has kindly offered me this placement for a huge number of reasons, most of which I will discover in the future. Just now it is suffice to say that He wants to open my eyes to a way of life beyond my imagination, which has it's good as well as bad points. I want to offer a token gesture of dental help to the people I meet in return for everything I will surely gain from my trip.

WWF and local partner Fundacion Natura signed the agreement with Quito to put in motion projects aimed at creating a renewable energy system in the Galapagos, a top priority since a tanker spilled about 180,000 gallons of fuel in the archipelago in January 2001. The accident raised concern among activists over Ecuador's ability to manage the islands located 625 miles west of its coastline in the Pacific Ocean. The islands which are home to sea lions, iguanas and exotic birds. Under the program, the Andean nation will replace old boat motors with cleaner ones, change diesel-powered plants for solar or wind energy and recycle used goods in the archipelago over the next 10 years with a $25-million investment, the statement said.

But aid has enabled local people to start up a booming business in cheese-making in the Sierra Norte, a mountainous region in the north. By working together to help themselves, local people are now reaping the benefits of sustainable development and escaping a life of poverty. Many people in the Sierra Norte make a living from rearing cattle on the mountain slopes to produce milk and cheese. But poverty is widespread. Poor roads have meant that small farmers have limited opportunities to sell their milk, which was sometimes sour by the time it reached a buyer. Meanwhile, deforestation has caused widespread soil erosion, degrading the land. A future in cheese In 1996, eight local farmers put together a plan to improve the local economy focusing on cheese. They borrowed money from the Belgian government to build 13 modern cheese-making factories. Now local farmers have a guaranteed market for their milk, and the factories process two million litres of milk a year.
