The center was created at the joint initiative of the governments of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan within the framework of the program "An Environment for Europe." Ministers of Environment from the Central Asian states and representatives from international scientific and environmental groups took part in the opening of the center, which will have the status of an independent, non-commercial and apolitical organization. 2. Background on REC establishment: The five Central Asian countries were encouraged to establish the Regional Environmental Center (REC) under a decision of the Fourth Ministerial Conference on Environmental Protection for Europe (Aarhus, Denmark, 1998). The Republic of Kazakhstan, European Commission and UNDP signed an Agreement on REC Working Conditions in May, 2000, and less than a year later (March 30, 2001) the REC was officially opened in Almaty. 3. The aim of the new intergovernmental environmental structure is to coordinate and resolve environmental issues through non-government organizations, governments in the region and the business community. The center will maintain a database on all current environmental problems and environmental protection programs operating in Central Asia. The European Union's TACIS program and the US Environmental Protection Agency will provide financing for some of the center's projects.

The DPW regulates development and construction of dams and drainage structures (pipes, culverts) that impact the County's stream systems. Construction of impoundments for private ponds and lakes requires a permit from the DPW. In order to obtain this permit, detailed engineering plans are required, which address requirements found in the Flood Plain and Drainage portion of the County Code , and the Department's Drainage Handbook. Certification from a licensed Professional Engineer is required, once construction is completed for compaction and testing of the impoundment. A Conditional Use Permit may be needed from the Department of Planning for a pond impoundment. County Code County Code, Environmental Management, provides the review criteria that DPW utilizes to enforce the Chesapeake Bay Preservation Act Regulations. The regulations focus on development proposals and provides guidelines to minimize paved surfaces and to regulate activities within close proximity to stream systems. The regulations require that new development incorporate methods to filter non-point source runoff (stormwater) from paved surfaces and rooftops. The County has a Regional Stormwater Management Program, which provides for collection of a one-time pro-rata fee from new development in the County's
