Wow. Schematically, just to get it out of the way, a lot of this thread has gone: Tom: "X" Zack: "Y" is false. The real problem here is that insist on "Y", which is obnoxious. Tom: I didn't say "Y". Perhaps there is a miscommunication because of the word choice. "X" could be reprhased and further explained as "X'", not "Y". Zack: You just don't get it. You keep saying "Y" and insisting on that, which is obnoxious. No wonder people aren't doing what you think is the right thing: it's your own fault for obnoxiously insisting on "Y".

Using a variety of sources, I have estimated populations and numbers of engineers as of 1985: ( Table These estimates are only very approximate. They nevertheless indicate that density of engineers in China and India may be about the same, but greater by a factor of ten in the US and twenty in Japan. The development of professional engineering will be influenced by such different densities, as well as by educational traditions and the ability of engineers to form free associations. Given the relatively low density of engineers in China and the authoritarian character of the Chinese political system, it is not surprising that no Chinese technical society yet has an explicit code of ethics. What is surprising, is that the regulations of the Chinese Mechanical Engineering Society imply something like such a code. Hong Kong's engineers differ from others in China. Located in a British Crown Colony, the Hong Kong Institution of Engineers (HKIE) originally developed not just on the British model but as a branch of British professional organization. With the realization that Hong Kong would be returned to Chinese sovereignty in 1997, local engineers in the 1970s began to provide Hong Kong with a truly independent engineering association. That has involved some intense discussion of professional ethics, with a special conference in 1980 on "Professional Ethics in the Modern World."

    Extractions: I think it is time for you to let this one go unless your are very certain that this building will collapse or the public is in emminate danger. If you are that certain that this is so, then why do other professionals disagree? Be assured that I am not questioning your assessment of the structural integrity of this building. Even if all of us on this listserv were to agree with you there apparently exists other opinions. In a court of law, where you could find yourself over this, you would be facing these opposing opinions, and be all on your own. I have seen my own well thought out and documented opinions, rebutted by another engineer. I continue to believe my own work is correct but the building still stands, no one has been injured, even though this 1920's, multi story, non ductile concrete frame school is occupied in the area of highest seismic risk in California.
