Extractions: by Hugh Conrad Gov. Howard Dean has surged into the top tier of Democratic presidential candidates for two reasons: He has passion, and he is willing to duke it out with George W. Bush and the Republican party. Democrats want that; they are hungry for it, for two reasons: First, the Democratic leaders in Congress, Sen. Tom Daschle and others, seem to be unbelievably tepid, unwilling to try to take Bush to the mat; and second, they believe that this lack of passion is the one of the primary reasons that Al Gore lost the presidency in the 2000 election. Dean has been willing to take Bush to the shed, spanking him with a tongue-lashing like no other Democratic candidate has thus far. Karl Rove may believe that Bush will run away with a head-to-head battle with Dean in 2004, but the former New Hampshire's incessant harping on issues like the debacle in Iraq have rankled the White House.
CURRENT EVENTS UPDATE - SPRING 2001 election 2000. Imagine for a moment what it was like to be Al Gore on the morning after election Day. The man who said the presidential http://www.time.com/time/teach/glenspring2001/12.html
Extractions: In public, the Bush position was essentially this: "Weve won. Gore lost. And while were willing to have one recount because the public believes in fairness, dont expect us to go along with this forever." The Bush team was willing to wait for the absentee ballots, but they objected to a hand recount. Thats because those ballots frightened the Bush camp. On the confusing "punch card" ballots, some voters did not punch through the hole, leaving a little paper flapknown as a chadhanging. A machine may not recognize this punch as a vote, but a human being might. Democrats argued that they could pick up one or two thousand votes this way. The first reports of the problem with the punchcard ballots came in to Gore headquarters at 6 a.m. on Election Day. "The ballots do not line up in the machine with the correct candidates," said Joan Joseph of the Palm Beach County Democratic Party. "People who think they are voting for Gore could be voting for Pat Buchanan, because the word Democrat is lined up with Buchanan."
CURRENT EVENTS UPDATE - SPRING 2001 election 2000. By RICHARD LACAYO It was 10 oclock on election night, and poll watchers in the small Georgia town of Dallas had a problem. http://www.time.com/time/teach/glenspring2001/10.html
Extractions: It was 10 oclock on election night, and poll watchers in the small Georgia town of Dallas had a problem. The weather was humid and rainy. Now their vote-counting machine was rejecting thousands of punch-card ballots because the cardboard had warped in the damp night air. What to do? Break out the blow-dryers! "As weird as it sounds, its standard procedure," says Fran Watson, election superintendent for the county where Dallas is located. "We blow a hair dryer over them, and then theyll go through." Cant we do any better? It might be easier to reform the system if there were a system, but the Constitution left election procedures to the states. They in turn have mostly passed the responsibility down to the counties and cities, some 3,000 of them, which choose their preferred methods and pay for them. Its the paying part that is often the stumbling block. "If your choice is between new voting machines and a road grader," says Arkansas secretary of state Sharon Priest, "its no contest."

Students Teach Good Government Editorial- New York Daily News Tuesday, May 30, 2000 LEGISLATORS IN ALBANY sometimes scoff that real reforms never become law because the public is just not interested. But now, along comes a nonpartisan group of high school and college students to prove them wrong. These young people are so interested that they've put photos of recalcitrant lawmakers on a special Web site and are running television commercials urging voters to throw the bums out. If voters join in, this could be the beginning of a real good- government revolution. Students4Reform, a group of interns working for Manhattan lawyer Charles Juntikka, has compiled a list of 27 state Senate and Assembly members, Democrats and Republicans, who have stalled such changes as campaign finance reform, bans on gifts from lobbyists, easier ballot access and an open budget process.
