Shaw Public choice theory is a branch of economics that developed from the study of taxation and public spending. It emerged in the fifties and received widespread public attention in 1986, when James Buchanan, one of its two leading architects (the other was his colleague Gordon Tullock), was awarded the Nobel Prize in economics. Buchanan started the Center for Study of Public Choice at George Mason University, and it remains the best-known locus of public choice research. Others include Florida State University, Washington University (St. Louis), Montana State University, the California Institute of Technology, and the University of Rochester. One of the chief underpinnings of public choice theory is the lack of incentives for voters to monitor government effectively. Anthony Downs, in one of the earliest public choice books, An Economic Theory of Democracy, pointed out that the voter is largely ignorant of political issues and that this ignorance is rational. Even though the result of an election may be very important, an individual's vote rarely decides an election. Thus, the direct impact of casting a well-informed vote is almost nil; the voter has virtually no chance to determine the outcome of the election. So spending time following the issues is not personally worthwhile for the voter. Evidence for this claim is found in the fact that public opinion polls consistently find that less than half of all voting-age Americans can name their own congressional representative.

Extractions: Keynesianism is named after John Maynard Keynes, a British economist who lived from 1883 to 1946. He was a man of many contradictions: an elitist whose economic theories would be embraced by liberals the world over; a bisexual who enjoyed a happy and lifelong marriage to a Russian ballerina; a genius with an uncanny ability to predict the future, but whose works were often badly organized and sometimes very wrong. I mention this only because many of Keynes' critics try to refute his theories by pointing to the man himself. This is worse than irrelevant, of course; such criticisms are often prejudiced. When the Great Depression hit worldwide, it fell on economists to explain it and devise a cure. Most economists were convinced that something as large and intractable as the Great Depression must have complicated causes. Keynes, however, came up with an explanation of economic slumps that was surprisingly simple. In fact, when he shared his theory and proposed solution with Franklin Roosevelt, the President is said to have dismissed them with the words: "Too easy."

This book is the first to apply the tools of game theory and information economics to advance our understanding of how laws work. Organized around the major solution concepts of game theory, the book shows how such well-known games as the prisoner's dilemma, the battle of the sexes, beer-quiche, and the Rubinstein bargaining game can illuminate many different kinds of legal problems. The organization of Game Theory and the Law serves to highlight the basic mechanisms at work and to lay out a natural progression in the sophistication of the games and legal problems considered. Game Theory and the Law will serve as an accessible primer on game theory for non-specialists. Many of the models and ideas it sets forth, however, are new. The authors offer new ways of thinking about problems in anti-discrimination, environmental, labor, and many other areas of law. The book makes few formal demands. Extractions: I was born in Breslau on October 10th, 1930. At that time, Breslau, now called Wroclaw, belonged to Germany and only German was spoken there. After the second world war Breslau became Polish and the original German population was almost completely replaced by a Polish one. I have never visited Wroclaw after the war. Heavy fighting destroyed most of the town in which I grew up and most of the familiar places of my youth look different now. It was not easy for me to live as a half-Jewish boy under the Hitler regime. When I was 14 I had to leave high school and the opportunity to learn a trade was denied to me. The only career open to me was that of an unskilled worker. Fortunately it turned out that this did not matter much since after about half a year my mother, my brothers, my sister, and I left Breslau on one of the last trains before all outbound railway traffic stopped.
