The articles of neither treaty require this but it was a decision of the Parties to both conventions to move in this direction While a process of convergence may have been initiated, it remains true that the two conventions have very different origins and structures. CITES came into force on 1st July 1975 following a three week plenipotentiary conference in Washington DC in 1973 . At the time, there was very little knowledge of the nature and magnitude of international trade in specimens of wild species. Nevertheless, there was a strong feeling that international trade was a significant cause of species decline and the articles of the treaty are replete with the restrictive conservation language of the 1970s. . In addition to this, regional caucuses of the Parties to the CBD also meet prior to the COP. Compared to CITES, which meets once every two to three years, the CBD is far more complex. This chapter assesses the relationship between CITES and the CBD. It begins by considering what common ground they share. It then examines some of the differences in the ways in which they pursue their aims. Finally, a case is put for subsuming CITES under the CBD.

In 1987, the IUCN* estimated that there were 79,000 white-handed gibbons but to protect other more endangered species of gibbon, all are listed as endangered by the USDI* and are on appendix 1 of the CITES*, prohibiting commercial trade in gibbons. CHIMPANZEE: Chimpanzee populations have been reduced and fragmented by growing populations of people moving into their habitats to establish farms. In addition to this, they are hunted by people for food or to protect crops, and are exported commercially to supply animals for laboratory research and the entertainment trade. OCELOT: Ocelots are still in demand for the fur industries in Europe and Asia, which leads to the abuse of existing laws protecting them. The fur is expensive, up to several hundred dollars for each raw skin since no two animals have identical markings and fur dealers have difficulty in matching pelts. Demand for ocelot skins first increased a great deal in the mid-1960s, when the big cats received protection, but known exports have dropped since 1970, partly because of new conservation laws, and partly because the accessible ocelot supply had been depleted.

Extractions: A co-operative fox and wild dog baiting program involving the NPWS (NPWS), the Nambucca Local Aboriginal Land Council and the Rural Lands Protection Board (RLBP), is being conducted along South Beach (Foresters Beach), Nambucca Heads. Members of the local Aboriginal Community who have successfully completes a Land Management course will be undertaking the program. The Nambucca Shire Council is also supporting this program. Baiting will commence on the 30 December 2002 and continue until the end of February 2003. Chels Marshal of Nambucca Local Aboriginal Land Council said, "This is a positive step towards contined protection of the little tern breeding colony and towards building a co-operative relationship between NPWS, RLPB and the local Aboriginal community". NPWS Coffs Coast Acting Area Manager Greg Wallace said the purpose of the baiting program is to remove from the area foxes and wild dogs that prey upon native wildlife, specifically the threatened little tern colony which breeds on the northern end of the beach.

The subspecies G. g. gorilla is the western lowland gorilla found in Nigeria, Cameroon, parts of the Central African Republic, mainland Equatorial Guinea, Gabon, Conga, and the extreme western tip of Zaire. The eastern lowland gorilla (G. g. graueri) is found in east-central Zaire. The mountain gorilla (G. g. beringei) is restricted to the six extinct volcanoes of the Virunga Range on the Zaire-Rwanda-Uganda border. 2. Reasons for endangerment. Reasons for the gorillas' decline include habitat loss due to human encroachment (mostly for agriculture) and poaching for their hands, heads, and meat. 3. Conservation efforts. Gorillas are classified as endangered by the Endangered Species Act and are on Appendix I of CITES. The eastern lowland gorilla and the mountain gorilla are listed as endangered by the IUCN/World Conservation Union. The western lowland gorilla is listed as vulnerable by the IUCN/World Conservation Union. The western lowland gorilla is part of an SSP program with 50 participating institutions, including Busch Gardens in Tampa. The gorilla SSP, the IUCN/World Conservation Union's SSC Primate Specialist Groups, the AZA, and IUDZG have joined to condemn any action which would increase demand for, and trade in, gorillas from Africa.
