She and her students have had experience dealing with acts of terror. The bombing of the federal building in Oklahoma City is a memory her students live with every day. As news broke about the terrorist attacks on New York City and Washington, D.C., Jewell's students first wanted to know why some kids were being picked up by their parents and why those parents felt afraid, Jewell said. With students who were left behind, "We talked about fearing things over which we had no control," said Jewell. "Then we talked about not giving into fear because then they [the terrorists] win. We talked about channeling our feelings into thinking about what we could do to help. We talked about how everyone responded to us when our federal building was bombed."

Chairmen Tom Davis (R-VA), Rodney Frelinghuysen (R-NJ) and John Boehner (R-OH) will offer an amendment to the D.C. Appropriations bill that would authorize a K-12 scholarship program for low-income students in the District of Columbia . The bill already appropriates $10 million to the scholarship program. Action is expected soon after the House reconvenes in September. How it Would Work Voluntary: Interested organizations (DC Public Schools and non-profit organizations) would submit competitive proposals to run the Scholarship Program organizations opt in, rather than a system being imposed on DC. New Money: D.C. public schools are receiving a significant increase in federal education funds this year from several federal sources, including the No Child Left Behind Act and the Individuals with Disabilities Education Act. To accomplish this, a pediatric nurse practitioner was added to the nursing staff at Brennan and contracts were established to obtain primary pediatric services and mental health/child development consultation. In addition, services are offered to newborns and preschoolers at the site. At Troup, linkages were established between the full-time school nurse and the Primary Care Center at a local hospital. All students, regardless of ability to pay, receive services at both sites, which are located in economically depressed, geographically isolated areas of the city.

The Justice Department appealed and the case is now under review by the Supreme Court. During oral arguments, the justices focused on an extraordinarily narrow point: how COPA, which restricts erotic material that offends "contemporary community standards," would apply to the virtual communities of the Internet, which are not location bound. The justices seemed to be trying to find a middle ground between tossing out COPA as unconstitutional and upholding it intact.
