Among his books are Non-Public School Aid: The Law, Economics and Politics of American Education; The Political Economy of American Public School Legislation; Education and the State: A Study in Political Economy; and The Economics of Education Tax Credits. Executive Summary On October 13, 1981, the District of Columbia Court of Appeals ordered the city's elections board to place an educational tax credit initiative on the November 3rd ballot. This action cleared the way for a referendum that could establish the first such program in any American city. For the first time in the twentieth century all families would be given the effective freedom to choose schools for their children. This is a privilege that has been enjoyed before only by those families that can afford to "pay twice" for schooling, once through their conventional tax payments, and once through the direct tuition charge at a private school.

Metropolitan Police Officer is on an intelligence operation in which police agents provocateurs used violence and pepper spray to beat peaceful protestors who were standing along Pennsylvania Avenue protesting the Inauguration of George W. Bush The MPD denied they participated in this operation, and denied that this was a masked MPD officer, until litigation brought by the Partnership for Civil Justice forced the government to admit their involvement. Protestors run in terror and pain, as this agent provocateur uses pepper spray against a crowd of peacefully assembled demonstrators in order to disrupt their protest and dissent. The Government admitted to its domestic spying operation in COINTELPRO only as that program was terminated. The constitutional rights litigation brought by the Partnership for Civil Justice is intended to force disclosure of, and to terminate today's unconstitutional domestic spying operations before more damage is done. Extractions: "I am speaking out about this because I was an educator for twenty years before I became a Senator. I speak out because as a Senator, I have been in a school almost every two weeks for the past ten years and I have seen, as you have, the inequality so many children confront. I also have seen how much difference a good system, a good school and a good teacher can make for a child. "That all citizens will be given an equal start through a sound education is one of the most basic, promised rights of our democracy. Our chronic refusal as a nation to guarantee that right for all children, including poor children, is a national disgrace. We cannot be so blind that we do not see that meeting the most basic needs of so many of our children condemns them to lives and futures of frustration, chronic underachievement, poverty and violence. "But, in the end, this is a spiritual issue for me. We must invest in the skills and intellect and character of our children, not because we know that if we do, they will be more likely to graduate from high school and less likely to be involved in crime, although that is true. We must invest in children not because they will be more likely to go on to college and to lead more productive lives, although that is also true. We should invest in the skills and intellect and character of our children because they are all under four feet tall, they are all beautiful and we should be nice to them."
