Extractions: 50TH ANNIVERSARY CELEBRATIONS In the middle of the 20th Century, a band of lawyers at the NAACP LDF, led by Thurgood Marshall, came together to fight for the civil rights revolution. On May 17, 1954, they received a victorious ruling in the case of Brown v. Board of Education , which declared that "in the field of public education the doctrine of separate but equal' has no place." Jack Greenberg (CC '45, Law '48), a Columbia Law School professor and key member in the NAACP LDF for thirty-five years, as well as a number of Law School graduates, were among the attorneys who successfully argued the case. Five decades later, Columbia University and the NAACP LDF will revisit this groundbreaking decision, explore the events leading up to the ruling, and discuss its continuing impact on society. The year-long anniversary celebration in honor of the 50th anniversary of Brown v. Board of Education, commenced during Black History Month, and will continue through December 2004.

The population is small, far fewer than the 30,000 specified for the size of congressional districts. The number of eligible voters is minuscule. Most are temporary residents, living in the new city for the few months that Congress is in session each year and returning to their homes to vote. Congress assumes authority over the newly created District of Columbia, based on territory ceded by Maryland and Virginia. Congress divides the District of Columbia into two counties, Washington and Alexandria; leaves the three municipalities untouched. Congress establishes a circuit court system and presidentially appointed officials.

Williams Health Care Reform in the District: Investing in People Quality health care speaks all languages, knows no boundaries, and respects all cultures. MEETING THE HEALTH CARE NEEDS OF OUR RESIDENTS On Saturday, February 12th, District leaders accepted the recommendation to begin moving to a new, community-based health care system. Designed to strengthen the District's safety net for its most vulnerable residents, this health care system expands access to the full range of quality medical services by combining public oversight with private health care delivery. For more than 100 years, the District's working poor and individuals without health insurance have turned to DC General Hospital. Despite the long record of service provided by this hospital, key health indicators in the District are abysmal. The District's infant mortality rates and low birth weights are almost twice as high as the national average. The life expectancy for an African American man living in the city is 57 years, compared with 67 years nationally. More than twice as many older District residents die because of a diabetes-related complication than in the rest of the country. The mortality rate due to cancer and heart disease is significantly higher in the District than across the nation. The burden of disease falls most heavily on the poor and the uninsured. The impact of untreated health conditions is most evident in the District's low-income African American and ethnic communities.
