This region, recently one of the most unstable and tumultuous of the continent, has shown signs of movement toward peace in recent months. In my testimony today, I intend to describe those developments in some detail and to indicate how the United States intends to support the region in its current efforts. DEMOCRATIC REPUBLIC OF THE CONGO Our primary foreign policy objective in the DRC remains a peaceful resolution of the nearly five-year civil war in the Congo. At the same time, we strongly support democratization of Congolese governmental institutions, and an improvement in the humanitarian situation in the DRC. With respect to the war, at various times up to nine countries were involved in this conflict, including foreign armed forces introduced by Uganda, Rwanda, Angola, and Zimbabwe. Lusaka Cease-Fire Agreement: Backbone of the Process The Lusaka Agreement, signed in 1999, governs the DRC peace process, along with a number of other bilateral and multilateral agreements intended to stabilize the DRC. This huge region of southern-central Africa was no orthodox colony but was, in fact, the personal property of the Belgian monarch, King Leopold II. The Belgians provided nothing other than the minimum infrastructure necessary to support the extraction of the country’s vast mineral wealth, setting a pattern which has dominated this benighted country ever since. In 1925, under a mandate from the League of Nations (the precursor of the UN), the territories of Rwanda and Urundi (now Burundi) were incorporated into the Belgian Congo. (Both subsequently became separate countries). After the end of World War II, the Belgian Congo was another African colony whose occupiers were concerned simply to dispose of it with the minimum of fuss and the maximum commercial advantage. The Belgian Congo was duly granted independence, with the minimum of preparation, in 1960. From the perspective of the Cold War, however, Zaire under Mobutu was a valuable strategic ally preventing the encroachment of communism in southern and central Africa. But after the end of the Cold War, Mobutu’s close relationship with the major Western powers became more of an embarrassment than an asset. The political settlement in South Africa brought it to an end and marked the beginning of the current phase of the country’s history. It seemed almost impossible that the country’s situation could get worse after Mobutu. Unfortunately, it did.

The UN Security Council deployed UN liaison personnel in August 1999 to support the ceasefire. The liaison office became the UN Organization Mission in the Democratic Republic of Congo ( MONUC ) in November 1999, and in February 2000 it expanded in mandate and personnel. After the assassination of President Laurent-Désiré Kabila in January 2001, his son Joseph Kabila assumed power. He has taken steps towards peace and reconciliation. MONUC will supervise the withdrawal and disengagement of the rebel forces. With an area the size of Western Europe, covered by dense tropical forest, the DRC poses a great challenge to the UN. Rich resources also fuel conflict. In April 2001, a UN panel of experts investigated the illegal exploitation of diamonds, cobalt, coltan, gold and other lucrative resources in the DRC. The report accused Rwanda, Uganda and Zimbabwe of systematically exploiting Congolese resources and recommended the Security Council impose sanctions. Since the creation of the Congo, at the Berlin Conference (1884-1885) as a result of the resolution of the conflict opposing imperial Africa conquering powers, the struggle for or against the Congo has always been international, roughly opposing two camps: the pro-Congolese people camp and the Congolese people ignoring/marginalizing/repressing camp. The identity of the various actors in each camp is very complex and situational. In the 1960’s, President Kwame Nkrumah, in his Challenge of the Congo (1967), gave an interesting indication of some of the then actors. 2. The camps are not distinguished along the lines of the distinction, internal (domestic) vs. external (foreign) forces. At times, during the epoch of the Congo Free State for example, external forces such as the Morel Movement seemed more pro-Congolese people than domestic ones. Even today, a great part of the Congolese “political class” seems to be compradorian. The status of domestic forces, in each camp, is decisive for the outcome of the struggle. The weakest the position of the pro-Congolese people domestic forces leads to the defeat of the Congolese people; i.e., the outcome is less favorable to them. 3. The Congo has always been at the center of the globalization process since the beginning. For a long time, the very hot Cold War, in all its various phases (peaceful coexistence, rivalry, détente, new rivalry, the end) shaped the struggle for or against the Congo. The secessions (first balkanization of the country), the assassinations of P.E. Lumumba and other nationalists and the dismantling of the nationalist regime were explained with reference to the Cold War.

By the end of the 1st millennium B.C. , small numbers of Bantu-speaking people had migrated into the area from the northwest (present-day Nigeria and Cameroon) and settled in the savanna regions of the south. Aided by their knowledge of iron technology and agriculture, the Bantu-speakers migrated to other parts of the Congo and Africa, at the same time developing new, related languages. From about A.D. 700 the copper deposits of S Katanga were worked by the Bantu and traded over wide areas. By about 1000 the Bantu had settled most of the Congo, reducing the area occupied by the Pygmies. By the early 2d millennium the Bantu had increased considerably in number and were coalescing into states, some of which governed large areas and had complex administrative structures. Most of the states were ruled by a monarch, whose authority, although considerable, was checked by a council of high civil servants and elders. Notable among the states were the kingdom of Kongo (founded in the 14th cent.), centered in modern N Angola but including extreme W Congo and a Luba empire (founded in the early 16th cent.), centered around lakes Kisale and Upemba in central Katanga.

Within the different groups that have joined the rebellion, disagreements surfaced about the ideology, quality and style of the RDC's leadership. Distrust about personal ambitions to pursue the rebellion caused rivalry between the leaders, while differences between the military sponsors, Rwanda and Uganda, became apparent in their backing of different factions. After Ngoma had quit the rebel movement in the beginning of 1999, Wamba dia Wamba was sidelined during an emergency meeting of the RCD in May 1999, where Dr. Emile Ilunga was named instead as the new leader of the movement.

See below for IRC report on the study This is another Rwanda (during it's Great Genocide, there was also an ongoing civil war), but phased out over more time and with greater killing. (and as in Rwanda, the UN has been an abject failure) As awful as this is, as often in such pronouncements there is a deep and wide memory hole regarding other conflicts/democides. For example, during the end stage of the Chinese Civil War 1945-1949, about 5 million were murdered and another 1.2 million died in battle. Just to note some of the other bloodier conflicts/democides since WWII: the Soviet communization of Eastern Europe; Stalin's internal purges the gulag uprisings; Korean War and it's decades long aftermath; communization of Vietnam, Vietnam War, and its aftermath; the communication of China after 1949 and the bloody Cultural Revolution (of which one estimate of the dead is 10 million), and so on.
