Tax money is hard at work in Cape Henlopen School District's new middle schools. Granted, it is working across the district, but the most recent, significant chunk of property-tax dollars went toward construction of the two new middle schools that the district opened in September. And with the first school year in the new buildings nearly complete, the rewards of that expense are evident. Beacon Middle, on Route 24 between Midway and Angola, and Mariner Middle, on Route 5 near Chestnut Street in Milton, are identical. Deemed "the twins" by construction officials, the identical buildings for sixth through eighth graders are heavy in technology. Every classroom has a teacher's computer and a VCR and they all connect to a main system so the entire student body can access a program at once. In addition, there are dozens of wireless laptops available to classrooms on a borrowing basis. When the media centers opened at each school, they had nearly 20 computers in each one plus computer labs at each school.

CURRENT STATUS Online searching in schools is a relatively recent phenomenon. The earliest reported access to online databases was in 1976 in the Montgomery County Public School System in Maryland, when high school seniors were allowed to supplement their manual information gathering by submitting search requests to the district's Professional Library to be conducted by professional searchers. DIALOG reports that the first instructional password for training students to search was acquired by Radnor High School in Pennsylvania in 1980. Since that time the importance of providing information for students from electronic sources has been acknowledged by a growing number of school library media specialists and administrators at the local and state levels, who have acquired the equipment, supported training, arranged for financial support, and developed curriculum materials. Schools across the country have expanded reference and bibliographic access by going online, although such access is still extremely limited in scale, and where it does occur, is often limited to a special group of students or classes.

Not only have the card catalogs and encyclopedias disappeared, but librarians are also beginning to disappear. "According to the latest research, the shortage of school librarians is becoming a national crisis." (Everhart, 2000) The impact of the shortage of school librarians is extreme. By the year 2005, some researchers project a need for nearly 25,000 media specialists. (Lord, 2000) There are numerous factors contributing to the shortage, which have a dramatic effect on schools. School districts must be creative in their search for qualified librarians and in retaining them. Many reasons contribute to the shortage of librarians, which include the following: Another reason for the shortage of school librarians is image. Many people do not realize the role of the librarian has drastically changed from the traditional view. Technology is a major contributor to this change. Many librarians are known as media specialists and assist students and teachers in locating resources on the Internet and CD-ROMS. Unfortunately, people visualize the stereotypical librarian, a stern, middle-aged, single woman with her hair in a bun, when they imagine a librarian. Extractions: Keeping schools safe Secret Service Study Explores Early Detection in School Shootings W hile violent deaths at schools are extremely rare events, the Department of Education is partnering with the Secret Service to develop training aids for school administrators, local law enforcement personnel and others to help prevent further attacks at schools. These incidents of "targeted violence" in which an attacker > selects a particular target prior to a violent attack are the focus of an ongoing research project that began approximately two years ago. The Secret Service, which is responsible for protecting national leaders including the President, shared its expertise in threat assessment for a review of 37 U.S. school shootings that date as far back as 1974. Findings are available in Report on the Prevention of Violence in Schools The report warns that "the use of profiles carries a risk of over- identification" and advises schools and communities to redirect their focus to student "behaviors and communications" to determine the probability for a violent attack.

In May 1999, NICC's Delaware County Center co-located with Iowa Workforce Development and area ECIA offices to form the Manchester Workforce Center. Goodwill joined the Manchester Workforce Center when it relocated to its current location at 223 W. Main Street in 2000. Expanded educational programming began Fall of 1999 with the majority of classes, both credit and continuing education, being held at West Delaware High School.
