    Extractions: 12 July 2002 Yesterday evening the Cyprus government decided under immense pressure from the European Union to amend its age of consent law to treat homosexual and heterosexuals equally. EU Commissioner responsible for Enlargement, Günter Verheugen, has on several occasions stressed that elimination of discrimination based on sexual orientation reflects basic principles of the EU and that new Member States will be expected to accept these principles. The European Parliament warned in 1998 that it would not give its consent to the accession of any country that "through its legislation or policies violates human rights of lesbians and gay men". Last month the Parliament repeated in its annual reports on accession countries' progress towards membership of the European Union a call upon the Cyprus government to "eliminate provisions in the penal code which discriminate against homosexual men and lesbian women". In order to remain on course for accession the Cyprus government reluctantly compromised to raise the age of consent between heterosexuals from 16 to 17 and to lower the age of consent between homosexuals from 18 to 17. Eliminating the discriminatory age of consent law is a major achievement. It is however "sad that the changes are brought about in response of EU pressure rather that being motivated because homosexuals' rights are human rights" says ILGA-Europe member, Alecos Modinos, Gay Liberation Movement of Cyprus.

The Government of the Republic of Cyprus has continued as the internationally recognized authority; in practice, its power extends only to the Greek Cypriot-controlled areas. The 1960 Cypriot Constitution provided for a presidential system of government with independent executive, legislative, and judicial branches, as well as a complex system of checks and balances, including a weighted power-sharing ratio designed to protect the interests of the Turkish Cypriots. The executive, for example, was headed by a Greek Cypriot president and a Turkish Cypriot vice president, elected by their respective communities for 5-year terms and each possessing a right of veto over certain types of legislation and executive decisions. The House of Representatives was elected on the basis of separate voters' rolls, but since 1974, the Turkish seats in the House have been vacant. Originally, there were two Communal Chambers, but the Greek Cypriot Chamber was abolished in the 1960s.
