First, in my role as Chairman of the CIO Councils Subcommittee on Critical Infrastructure Protection (CIP), this testimony explains how lessons learned from the federal governments successful approach to managing Y2K efforts could be applied to government-wide efforts to implement Critical Infrastructure Protection initiatives. Similarly, this report also describes how products and processes developed in support of Y2K can be leveraged into each agencys ongoing critical infrastructure security efforts.

Left unaddressed, the Year 2000 date change would have disrupted firms' operations and services. Individual preparation and collaboration across organizational and national boundaries prevented disaster. Those at the epi.center of destruction last Sept. 11 benefited from those preparations. After 200,000 phone lines failed in New York, the city and Verizon Communications restored service using procedures developed for the Year 2000. Thanks to safeguards developed in 1999, bond markets reopened in two days. The New York Stock Exchange used Year 2000 testing protocols to validate its back-up trading system. Many other organizations used Year 2000 procedures to determine whom to contact, review the backup of systems, set up command centers and direct evacuations.

Yet the real Y2K story was: "successful application of project management practices." Inventory and assessment, remediation strategies, project coordination structures - all have corollaries for implementing Public Key Infrastructure. This paper looks ahead to how higher education's PKI activities can take advantage of past lessons. Richard Katz of Educause interviewed Margaret Wheatley in Spring 1997 for Cause/Effect magazine. Wheatley is a consultant and expert in the area of organizations and the discovery of new organizational forms, such as self-organizing groups. Indeed, in her December 1996 CAUSE96 general session address, she drew an analogy between higher education and the incredible feats of a self-organizing group of insects such as termites. Some termites construct immense mounds by following rudimentary rules, which she summarized as: bumping into another termite, exchanging a bit of information, and going on their way. Wheatley suggested that academia, such a historically successful environment for discovery, knowledge and learning, operated on much same principle: colleagues interact, exchange ideas, and continue their research investigations. Indeed, higher education's collaborative, interactive culture is central to one of Katz's questions and Wheatley's reply:

In this section BCN recognizes those volunteers whose efforts have shone as they have given their time, energy and talents to BCN projects. Paul Tiger first came to the BCN as a information provider for fire departments in 1995. He soon took the position of Center Developer for the Emergency Services Center A former volunteer firefighter, Paul is now an active volunteer rescuer with the Longmont Emergency Unit ; the president of the Friends of the Longmont Youth Center ; spends time organizing and teaching computer technology to adults and children; and arranging donations of computers to deserving individuals and groups. In the fall of 2001, Paul took on the role of Volunteer Coordinator for the BCN. Marc Sobel joined BCN in Fall of 1998. He walked into the offices of BCN with a desire to contribute to Virtual Chautauqua . Virtual Chautauqua connects k-12 rural youth with performing artists via the interet. Marc knew he wanted to make a special contribution to this project and was very patient in explaining to BCN's nontechnical staff what he had in mind. Marc is recognized by BCN as being a 'Virtual Wizard' because of his vision and determination to build an interactive virtual performing artist museum teachers will use to create unique lesson plans from the Virtual Chautauqua material. There are maybe a dozen virtual museums on the web but this will be the first virtual performing arts museum.. We are extremely fortunate to have Marc's talents, skills and patience working on Virtual Chautauqua and teaching

Bennett, Chairman Special Committee on the Year 2000 Technology Problem United States Senate Washington, D.C. 20515 Dear Mr. Chairman: I am responding to your November 1, 1999 letter in which you express concern about the lack of public confidence in the nuclear industry s Year 2000 (Y2K) readiness and request information on certain specific matters. The Commission s responses to your specific questions are provided as Enclosure 1. This letter will summarize our overall activities to assure Y2K readiness. The Commission recognizes that Y2K issues continue to be of widespread concern as the Year 2000 approaches. The Commission is confident, however, that the potential for Y2K-related disruptions have been addressed by NRC licensees. In that regard, as of November 4, all nuclear power plants have been reported as Y2K ready by the plant licensees. This includes preparation of contingency plans for the Y2K transition. The safe operation of the nuclear power plants is expected to contribute to a stable and reliable grid during the Y2K transition. Over the past several years, the NRC staff has worked closely with nuclear industry organizations and licensees to address Y2K issues, and the NRC continues to maintain an appropriately aggressive regulatory framework for overseeing Y2K readiness efforts at all nuclear power plants. These activities, as summarized in Enclosure 2, provide an integrated and comprehensive approach for addressing Y2K issues. Moreover, in order to assure public confidence, the NRC has kept the public informed about industry and NRC Y2K activities through numerous media releases, responses to questions by telephone, electronic mail and letters, interviews with reporters, participation at workshops and public meetings, and maintenance of current Y2K information on NRC
