Extractions: The tragic events of September 11, 2001 have had an impact on strategic planning and implementation efforts relating to all aspects of national infrastructure protection and security, including information technology, cyber-security, and cyberterrorism. Indeed, the lessons that can be learned from national and global efforts to address Y2K-related technology problems, can be viewed in a new light given the events of September 11. Understanding the successes and the shortcomings of the Federal government's Y2K efforts can help illumine current efforts to address the multiplicity of complex challenges and threats that now face the nation. Many of the current challenges and threats are also highly technical in character. In addition both sets of challenges have been characterized by a sense of urgency and the need to organize quickly in order to bring about desired results. Extractions: Montgomery County, MD On December 21, 1998 Montgomery County conducted a full scale Year 2000 exercise. Major systems were tested real-time with clocks that were rolled ahead. These included the 911 Computer Aided Dispatch, the Traffic Management Center (which controls all the traffic lights), FAMIS Accounts Payable and Payroll, and Voter Registration. Three were major systems on our main frame Enterprise servers. To ensure life safety issues, we tested the 911 Center at 3 AM during non-peak hours and the Traffic Management Center (all the traffic lights in the county) at 11:15 AM during its non-rush hour period. Payroll had printed an advance set of paychecks in the event there was a system failure. These systems had been previously certified as remediated and Y2K compliant. The four systems were selected because of their priority and representation of systems needed to assure the continuity of government. The tests involved real time clock advancement in the operating environment and systems integration of its parts. The exercise involved three phases and over 150 scenario simulations throughout a very long day. Phase I dealt with simulated advance information obtained from Europe and Asia to test the organization's inventory, assessment and reinfection control capabilities. Phase II involved major community events occurring on December 31, 1999 with new scenarios disrupting services because of embedded chip and Y2K failures external to County government. Phase III assumed a January 5, 2000 horizon with multiple events and increasing complexity, including weather induced utility disruptions, over a prolonged, 10-day period.
