Sometimes the authors presented statistics gathered as a result of their own research while at other times they provided statistics gleaned from other sources. Because of the time involved in getting books and articles to press, it was not unusual for students especially to rely on what were often dated statistics. Today there is less justification for term papers and other research projects to use anything other than the most current data on particular topics. Instead on relying on the national murder or rape rate provided in your three-year-old text book or a five-year-old journal article, go directly to the FBI's Uniform Crime Report online and get the most current data. Extractions: The Capital-Journal Burglary is an infuriating crime that leaves its victims feeling violated. Burglary victims and Topeka police alike say penalties for the offense should be severe. Under the state's sentencing guidelines law, burglary is a property crime and is punishable by presumptive probation. That means the offender is placed on probation and remains in the community. "We receive a lot of complaints from citizens that the people who are convicted of burglarizing their homes are not getting enough (incarceration) time," said Topeka police spokesman Lt. John Sidwell. "Without a doubt there is a general public perception that the burglary offenders are getting off easy." The Kansas Sentencing Commission has heard that complaint, said Barbara Tombs, executive director of that body. In 1999, the commission proposed and the Legislature approved a change in sentencing guidelines to provide that any second and subsequent convictions for burglary would bring presumptive prison sentences. "The way sentencing guidelines were originally passed, it was difficult to go to prison," Tombs said. "We looked at it and thought that was the best way to handle it.
