There is agreement that this education needs to begin as early as possible, putting an increased responsibility on teachers at the elementary school level. A 1998 School Enrollment Study by the U.S. Census Bureau revealed that 9.5 million elementary and high school students have at least one foreign-born parent, while 2.4 million of the students are themselves foreign born. In her study of Immigrant Students in United States Public Schools (2000), Judy Smith-Davis found that of the one million immigrants arriving each year, almost 80% are non-white, and 70% are from Latin America or Asia. Between 1991 and 1999, the number of language-minority school-aged children in this country rose from 8 million to 15 million, with 350 languages spoken at schools across the country. With this proportion of diversity, multiculturalism takes on new importance. For many minority students of the past, integration into the American system meant elimination of linguistic and cultural differences in favor of absorbing the dominant culture (
