Extractions: Literacy and Computer Literacy: Analyzing the NRC's Being Fluent with Information Technology Kate Williams, The University of Michigan Background As Alvin Toffler expressed it in 1980, the world is experiencing a third wave of technological and social transformation. Manuel Castells (1996) characterizes what is emerging as a network society, organized around information and communications technology. The second wave industrial revolution was associated with broad efforts to expand literacy so as to incorporate people into urban work and life: the establishment of public schools, public libraries, the expansion of print publication, and the concept and promotion of the three Rs. Today we see policymakers and scholars, public institutions and grassroots movements, striving for broad computer access and asserting that being able to use a computer is a requirement for democracy and participation in the workforce. The United States has invested a great deal of public and private resources to install information computer technology (ICT) and adjust our culture and society to it. In the public sector, schools have been wired and computers have been installed, first in dedicated labs and then in classrooms. Essentially every public library outlet in the US provides Internet access to patrons, and libraries show patrons how to browse the Web. Computers loaded with mostly Microsoft software, using online services provided mostly by AOL Time Warner, can be found in six of ten American homes. As a nation, what are we teaching when we teach computers? What should we teach? What is computer literacy?

Extractions: Introduction Hardly a week passes without reading the widely held viewpoint that the 21st century without everyday use of the computer is unimaginable, and in order to prepare children for the next century it is necessary that they have access to the Internet. But whereas in the United States this has elicited widespread response from governmental institutions, businesses, charitable organizations and individuals, Latvia has no such tradition of marshalling governmental and private resources. The purpose of Project Ceriba is to support the development of such a tradition in the area of bringing computer technology to Latvian schools, based on the premise that Latvia's hope (ceriba) for the future lies in its technology and its children. When Project Ceriba was conceived there was no national strategy for bringing computer literacy to Latvian schools. Based on studies in the United States and experience in Latvia, Project Ceriba formulated such a strategy in its founding document and initiated a pilot project to test it. The strategy was formed by defining what constitutes computer literacy and deducing from that what is required to bring computer literacy to Latvian schools nationwide, taking into account conditions in Latvia.

The tools of the trade are your brain, your peers, and your computer. When it comes to your brain you have to know how to think. Think creatively. Think systematically. When it comes to the second tool, "No man in an island" and "two heads are better than one" speak for themselves. Computers provide the most powerful means for implementing the ideas created by the interaction of Tool #1 and Tool #2. Librarianship requires the mastering of all three tools in order to do quality work. You expect a surgeon to be a master at using a scalple. You wouldn't hire a carpenter who didn't know how to expertly use a hammer. In today's world, why would anybody trust a librarian, whose profession is about information and knowledge, who didn't know how to master a computer? What does it mean to be computer literate?

Although the need for teachers who are computer literate is recognized, the best methods of producing such teachers and the definition of computer literacy are still controversial. Major issues focus on programming, competencies, and differing teacher needs. THE PROGRAMMING ISSUE The term "literacy" evokes the concept of reading and writing, and some writers equate computer programming with literacy. Other writers see reading and writing programs as only one part of the concept. The Association of Computing Machinery (ACM), in defining the scope and substance of teacher training needed to integrate computing into schools, takes the latter position. Extractions: Early in 1983, the Religious Studies administrative committee at the University of Pennsylvania passed a new requirement that graduate students entering the program from Fall 1984 onward must demonstrate "computer literacy" in addition to the other existing requirements for graduation from the program. The University News Bureau sent out a news release which was picked up by a few newspapers in the next few days. As chairperson of the Religious Studies program, I was even interviewed by telephone for a local radio news segment. What seemed to us to be newsworthy was that, to our knowledge, we were the first religious studies program (if not the first humanities program) to take such a step. (The media wondered about other things like whether computers would have a sensational impact on theologizing!) Why did we take this action? What is at stake and what are the broader implications? Extractions: MEDIA RELEASE Thursday 11 March 2004 In response to the funding package announced by the Minister for Education, Science and Training Dr Brendan Nelson today, Mr Mandla called for: The immediate provision of a national competency standard for computer literacy in secondary schools. Similar to the national reading, writing and numeracy benchmarks, the standard would specify the minimum acceptable benchmarks for aspects of computer literacy at different year levels. Ongoing professional development for school teachers to ensure they are confident and competent in using IT effectively. In addition, IT skills should be embedded into pre-service teacher education. Teacher IT competency is particularly important in government schools and schools in low income areas, where students are less likely to have access to a computer outside school. Governments must ensure that all schools have access to an affordable broadband connection that meets their IT needs, regardless of geographic location. Schools must also be adequately funded so that technical support staff can be appointed to manage the network of software and hardware systems.
