In both instances it was seen that t he acquisition of basic computing skills by groups of children was achieved through incidental learning and some minimal (human) guidance. This paper reports the observations and compares the two experiments, suggests steps to further the experiment and discusses the new pedagogy. It also suggests a methodology for replicating the experiment Use of the Internet is spreading rapidly in India, as it is in the rest of the world. While the users in India are, almost entirely, restricted to the affluent in metropolitan areas, it is more than likely that demand for the Internet will eventually arise throughout the entire country. In this context, there are many apprehensions from academicians and others that the ability to access and the quality of training provided will hinder the usage of Internet in the subcontinent. We think this may not be true and report the results of an experiment in Internet and computer usage using a “minimally invasive” (we borrow the term from surgery!) approach to learning.

The certification program was developed in response to a certification gap identified through extensive statewide academic programs administered by Certiport. The exams integrate performance- and knowledge-based modules. The certification program is comprised of three sections: computing fundamentals, key applications and living online. Students and educators earn certificates once knowledge and skills in specific key areas have been demonstrated through the successful completion of the three exams. The IC3 certification is easily portable and can be used globally as a benchmark for required knowledge and skills. The program is available in English at authorized testing centers throughout North America, with plans for additional language availability in 2002. In addition, the Future Business Leaders of America-Phi Beta Lambda recently partnered with Certiport to create a national initiative to certify more than 13,000 administrators and teachers in computing and Internet literacy, as well as software proficiency. This joint initiative will promote FBLA administrator and teacher testing for IC3 and Microsoft Office User Specialist, industry leading computer certifications for literacy and proficiency, respectively.

Select this link to order this issue of ATF Khaitsa Wasiyo * In 1989, the Hasegawa family of the Kyoto Computer Gakuin (KCG) established the International Development of Computer Education (IDCE) program, a special program to expand computer education. Over the past six years, the IDCE program has donated almost 2,000 computers and provided computer instruction to countries in Asia, Europe, Africa, and South America. IDCE, which has also been registered as a non-profit corporation in Cambridge, Massachusetts, is headed by Yu Hasegawa, a graduate of the Massachusetts Institute of Technology (MIT) and Harvard University. Her mother, Yasuko Hasegawa, presides over the KCG in Kyoto, where over 2,500 students study computer science. Founded by Shigeo and Yasuko Hasegawa in 1963, KCG was the first private computer institute to be established in Japan. IDCE's launched its first project in Thailand by donating 300 8-bit personal computers. It was such a success that several projects have been completed in other developing countries. Hundreds of computers have been sent to secondary and upper level schools in Thailand, Ghana, Poland, Kenya, Peru, and Zimbabwe. IDCE's goal is to widen access to basic computers for educational purposes in developing countries, where often there is no public access to computer technology. The program aims to increase basic computer skills and encourage computer education. The program is also a medium for encouraging cultural exchange between Japan and participating countries. Ms. Hasegawa says, "We believe that the spread of education in science and technology can be the key to a country's future economic independence and prosperity." Not everyone agrees with her, however. "I have been told that what Africa needs is not computers, but water and clothes and other necessities of life. But I think they need both. The African people have a great desire to learn and to utilize the tools of modern technology. I believe that if we provide the seed, this capability will flourish."
