If we were to take care of all the homeless pets in this country, every man, woman and child would have to own seven pets, that's 28 pets for a family of four. Obviously, this is impossible. Unfortunately, many of these unwanted puppies and kittens end up abandoned and eventually die of starvation, suffer injuries and death from car accidents or are euthanized animal control facilities. Those who survive can be public health hazards, carrying diseases to other animals and even to people. Health benefits: In addition to preventing the birth of unwanted animals, spaying and neutering will help your pets live longer, healthier lives. There are many health benefits associated with these surgeries. Males, after neutering, have a reduction in the size of the prostate gland, which greatly decreases their risk of bacterial infections and prostate in later years. Males should be altered about one year of age in order to obtain the most health benefits.

For example, there are large animal veterinarians that work with cows, horses, elephants, and numerous other large species. But there are also small animal veterinarians that work with smaller species, such as companion animals (pets). A veterinarians job is considered a good one because they usually make a good deal of money, especially if they own their own business. The average income of veterinarians in private practice was $57,500 in 1995. The starting salary of a veterinarian is somewhere around $23,000 per year nowadays. But veterinarians in more established careers make around $40,000-$60,000. But those who work for the federal government (meat inspectors) are considered to make less. Veterinarians also require much more education to be what they are. There are 27 colleges in 26 states that meet veterinary medicine accreditation standards. The required G.P.A. to get into a veterinary college is from a 2.5-3.2. Veterinarian students usually complete about a 4-5 year program in college. But some colleges require that students complete at least 2 years of general college. While in veterinary college students do laboratory work in anatomy, biochemistry, and other scientific and medical subjects. To become a full service veterinarian you have to acquire a D.V.M or a degree as a doctor of veterinary medicine. After you acquire a D.V.M. students must pass an examination from the state board of veterinarian licensing.

The legislation was supported and passed due to the efforts of Senator Larry Bomke and Representative Tom Dart. The ASPCA worked with Representative Tom Dart's office for over a year drafting and refining the legislation. "This is a historic day for Illinois animals and humane organizations," stated Ledy VanKavage, an attorney with The ASPCA's Midwest Government Affairs and Public Policy Office who spearheaded the lobbying effort to pass the Illinois bill. "This Act not only mandates psychological counseling for companion animal hoarders but it expands the tools police officers, humane societies and judges have to combat animal neglect and cruelty." Other items addressed in the bill include the following: Increasing the penalties for neglect, cruel treatment, aggravated cruelty, and animal torture. Animal neglect is raised to a Class B misdemeanor; cruel treatment becomes a Class A misdemeanor, aggravated cruelty becomes a Class 4 felony (1-3 years), animal torture becomes a Class 3 felony (3-5 years).
