Almost 15 years ago Colorado began establishing new and innovative alternative routes for preparing teachers. These alternative systems have become an important source of new teachers within the state. Despite their prominence, little attention has been focused on alternative preparation programs. For this reason, the Alliance for Quality Teaching, under a grant from the Donnell-Kay Foundation, conducted this first study of alternative preparation in Colorado since 1996. This report is intended to be a first step in better understanding alternative preparation within Colorado and in moving alternative teacher preparation from an experiment to an established component of the teacher preparation system.

WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

One of the major issues addressed by the legislation is the quality of teachers for children with special needs. IDEA 97 requires students receiving special education services to be educated with their non-disabled peers to the maximum extent practicable. As a result, according to a 2001 report from the Study of Personnel Needs in Special Education, 75% of students receiving special education services spend 40% or more of their day in general education classrooms. Consequently, 96% of general education teachers currently teach, or have in the past taught, children with special needs. How have states responded to the challenge to prepare general education teachers to meet the needs of students with special needs?
