HeadFirst explores fresh ideas, publishes distinctive viewpoints, and looks for practical ways to find common ground and provide the best possible education for our students. The magazine is co-published quarterly by Bighorn, the Donnell-Kay Foundation, and the Public Education and Business Coalition Why did we start HeadFirst? Weve heard from many of you that Coloradans need a way to bridge the communication gap that isolates education professionals and practitioners from policy makers and community members. Were not listening to each other; in many cases, were not even talking to each other. As a result, were not sharing our best ideas or working together to put the best practices into place. And our children are not getting the best education we can give them. Wed like to help change that. HeadFirst is a forum for a freewheeling discussion of current issues affecting the quality of education in Colorado schools, and a catalyst for putting good ideas into practice.

Extractions: A series of reform initiatives have been supported or opposed in recent years by governors Roy Romer and Bill Owens, the state legislature, state and local educational bureaucracies and interest groups such as local school boards, teacher unions, parent-teacher associations and reform advocates. Some of the proposals have produced political stalemates, but many have lead to compromises and considerable changes in educational policy. For example, public school funding was significantly increased, school standards and accountability tests were adopted, charter schools were created, and most recently, in the 2003 legislative session a voucher program for low-income families in under-performing schools was approved.

It is home to major cable and telephone companies such as Tele-Communications Inc. and US West, and, by one estimate, it has one of the highest concentrations of high-tech workers in the country. But some Colorado educators believe the state is not taking the lead it should on school technology. Join our on-line Town Meeting to discuss what role technology should play in education reform. "My impression is that Colorado is not very well coordinated at the state level," says Larry Buchanan, the technology coordinator for the 21,000-student Poudre school district. "We do informal coordination among district technology coordinators. But the state has not really taken a strong role." In 1996, the legislature appropriated $20 million in competitive grants for education technology. The money was available to K-12 schools, higher education institutions, and state libraries. Extractions: Colorado, Arizona and New Mexico students team up on satellite project Students from the University of Colorado at Boulder, Arizona State University and New Mexico State University are teaming up in a unique space project to design, build and fly three identical satellites in formation. The primary goal of the mission, dubbed Three-Corner Sat, is to obtain stereo images of small, quickly changing space phenomena like cloud formations, pollution plumes, and sand or dust storms, said Colorado Space Grant Consortium Director Elaine Hansen. Three-Corner Sat is a joint effort of the three universities, NASA and the Air Force Office of Scientific Research. The Three-Corner Sat mission is being developed by CU-Boulder, which is responsible for mission control, science, the command and data-handling system and camera imaging systems. ASU students are developing the structure, power and attitude control systems, while NMS is building the communication system. The six-sided, 35-pound satellites each about 18 inches across and 10 inches deep will be launched in 2002 via space shuttle in a "stack" formation. Released at roughly 250 miles above Earth, the stack will separate and the three satellites slowly will drift apart.

The Project seeks to encourage young people to have high expectations, stay in school, study hard and take either the Core 40 or Academic Honors Diploma courses to become well-prepared for post-secondary educational experiences. Through the grant students, teachers, parents, schools, communities, businesses and Indiana University have formed a partnership. This partnership encourages, supports, and expands the education, training and career opportunities for young people to strengthen their communities through post-secondary education experiences. Through numerous ongoing activities and special programs, the grant has promoted early awareness and readiness for undergraduate programs for all 7 th th grade students in Orange County. Orange County is one of the poorest counties in Indiana with the highest unemployment in the state of Indiana. Over the five year life of the grant, the Project will impact well over 1500 students in middle school and high school in three Orange County schools, Paoli, Orleans and Springs Valley.
