One of the major issues addressed by the legislation is the quality of teachers for children with special needs. IDEA 97 requires students receiving special education services to be educated with their non-disabled peers to the maximum extent practicable. As a result, according to a 2001 report from the Study of Personnel Needs in Special Education, 75% of students receiving special education services spend 40% or more of their day in general education classrooms. Consequently, 96% of general education teachers currently teach, or have in the past taught, children with special needs. How have states responded to the challenge to prepare general education teachers to meet the needs of students with special needs? He was first tested in June of 1994 where we first learned of his differences. Subsequently, he moved from a public school to a private college preparatory day school and has flourished there socially and held his own academically for the 7th and 8th grades, earning Bs and Cs in a comfortable and nurturing environment with small classes and the attention that goes with that. During this school year, however, he has had tremendous difficulty keeping up with his peers and this has resulted in terrible frustration and a belief on his part that his situation is futile. The secondary result of that conclusion is that he has basically quit doing homework, thereby exacerbating the problem. His grades are suffering and we fear he has lapsed into a cycle of failure and the plummeting in self esteem/self-worth that inevitably follows.
