CAADEs legislative advocate, Deborah Harmon, acting on behalf of CAADE, officially requested a public hearing in a February 10, 2004 letter to Mary Conway, Regulations Coordinator for the Department of Alcohol and Drug Programs. By permission, portions of the letter dated 2/27/2004 are quoted here: Although we expect many individuals to testify to their particular concerns during the public hearing that CAADE has requested, we felt it was important to articulate our objections to the draft regulations in a written document as well. Numerous provisions cause concern, but the most significant problems can be grouped into five broad categories: inadequate education, lack of standardized testing, inadequate supervision, duplicative and potentially conflicting accreditation, and inadequate conviction language. Whether as a collection of print materials, as an electronic database, or as a place of individual and group activities, the campus library provides a core of resources and services for learning and research that is vital to every discipline. Increasingly, academic libraries also serve a community of users beyond the campus, as information networks link them to a worldwide system of knowledge. Campus libraries vary greatly in scale, program, and use, yet they all share a common set of design issues. By far, the most common campus library projects are additions and remodels, and it is easy to see why: the constant evolution of electronic systems of information storage and retrieval, the introduction of new patterns of use such as group study and seminar rooms, and the on-going expansion of collections of all kinds of materials make the modern campus library a hotbed of change. Yet, of equal importance, a campus library is a historic institution, deeply rooted in the scholarly traditions of the university, with a critical part to play in representing the cultural meaning of the campus as a place.

Extractions: Campus Security Department Campus Law Enforcement is the responsibility of an in-house Security Staff which provides a seven day, 24-hour patrol of the campus, including parking lots, residence halls, athletic facilities and surrounding campus properties. The Otterbein Security staff does not have commissioned authority from the State of Ohio but does have a close working relationship with the local Westerville Police Department (WPD). The Security staff is equipped with radio capabilities with direct contact to WPD. Reports and information are exchanged between Security and WPD on a regular basis. The Security staff and WPD officers work together for major events occurring on the campus proper. In addition to radio contact with the local police department, the radio system is equipped with telephone pad access on each radio. Requests for service and emergencies can be answered directly by the security officer on duty and outgoing calls for assistance can be placed. The Security staff issues parking decals for specifically assigned parking areas of campus. They are continuously alert to safety regulations. Fire prevention is accomplished by a trained security officer who maintains, services, tests and inspects extinguishers, sprinkler systems, and alarm systems on a weekly, monthly, semi-annual, and annual basis.
